Abstract
ABSTRACT Problem Statement/Background (GAP) : The effectiveness of community empowerment programs in the use of village funds is a way to measure how successful the use of village funds is so that they are able to carry out community empowerment activities effectively and on target. The use of village funds is not only focused on infrastructure development, but for equitable development, community empowerment must also be considered and implemented. Purpose : This research aims to determine the effectiveness of the community empowerment program in the use of village funds in Gampong Reukih Dayah. Method : The research uses a qualitative descriptive method of program effectiveness according to Budiani's theory. Data collection techniques used in-depth interviews (8 informants), observation and documentation. Result : Supporting factors for the community empowerment program, namely the program is well targeted according to the objectives, the program is well socialized and the village government is active and community participation. However, there are several inhibiting factors, namely lack of program monitoring, the Covid-19 pandemic and lack of collaboration and follow-up. Conclusion : The management of gampong funds in Gampong Reukih Dayah has been effective because the gampong government is active in conducting outreach, facilities in the form of facilities and infrastructure can be enjoyed by the lower middle class community, dissemination of information goes well because they often hold meetings related to programs and supervision and assistance is less effective because the Subdistrict team Indrapuri and Aceh Besar Districts did not participate directly in the field. Keywords : Village Funds, Program Effectiveness, Community Empowerment ABSTRAK Permasalahan/Latar Belakang (GAP) : Efektivitas program pemberdayaan masyarakat dalam penggunaan dana gampong adalah cara mengukur seberapa berhasil penggunaan dana gampong sehingga mampu melaksanakan kegiatan pemberdayaan masyarakat secara efektif dan tepat sasaran. Penggunaan dana gampong tidak hanya terfokus pada pembangunan infrastruktur tetapi untuk pembangunan yang merata maka pemberdayaan masyarakat juga harus diperhatikan dan diterapkan. Tujuan : Penelitian ini bertujuan untuk mengetahui efektivitas program pemberdayaan masyarakat dalam penggunaan dana gampong di Gampong Reukih Dayah. Metode : Penelitian menggunakan metode deskriptif kualitatif terhadap efektivitas program menurut Teori Budiani. Teknik pengumpulan data dilakukan wawancara mendalam (8 informan), observasi dan dokumentasi. Hasil/Temuan : Faktor pendukung program pemberdayaan masyarakat, yaitu program tepat sasaran sesuai tujuan, program disosialisasikan dengan baik serta pemerintah gampong aktif dan partisipasi masyarakat. Namun memiliki beberapa faktor penghambat, yaitu kurang pemantauan program, pandemi covid-19 dan kurangnya kolaborasi serta tindak lanjut. Kesimpulan : Pengelolaan dana gampong di Gampong Reukih Dayah sudah efektif karena pemerintah gampong aktif dalam melakukan sosialisasi, fasilitas berupa sarana dan prasarana dapat dinikmati oleh masyarakat menengah ke bawah, penyebaran informasi berjalan dengan baik karena sering mengadakan rapat terkait program dan Pengawasan dan pendampingan kurang efektif karena tim Kecamatan Indrapuri dan Kabupaten Aceh Besar tidak ikut terjun langsung ke lapangan.
