Abstract

ABSTRACT Problem statement/Background (GAP) : Electronic Catalog or E-Catalogue is managed by UKPBJ to simplify the process of procuring government goods/services. In this case, the UKPBJ in DKI Jakarta Province which carries out the management of the E-Catalogue is the Goods/Services Procurement Service Agency. Purposes : This research aims to analyze the performance of Goods/Services Procurement Service Agencies in E-Catalogue Management in DKI Jakarta Province. Method : The research method used is a qualitative research method. Research data was collected through interviews with employees responsible for implementing electronic catalog management, observations by visiting locations and directly observing work related to E- catalogue management and also by taking documentation connected to E- Catalogue management. Result : This research shows that BPPBJ's performance in managing the DKI Jakarta E-Catalogue is not good enough yet and requires several improvements related to existing obstacles such as insufficient personnel commitment, inadequate employee formation, many violations by business actors and a payment system that is difficult to accept. Conclusion : Therefore, improvements are needed, especially regarding the quality and number of personnel, as well as the system on the E-catalogue platform which should’ve guarantees security and cash flow for both parties Keywords : Performances, E-Catalogue, Management, Procurement ABSTRAK Permasalahan (GAP) : Katalog Elektronik atau E-Catalogue dikelola oleh UKPBJ untuk mempermudah Proses pengadaan barang/jasa pemerintah. Dalam hal ini UKPBJ di Provinsi DKI Jakarta yang melaksanaan pengelolaan E- Catalogue ialah Badan Pelayanan Pengadaan Barang/Jasa. Tujuan : Penelitian ini bertujuan untuk menganalisis Kinerja Badan Pelayanan Pengadaan Barang/Jasa Dalam Pengelolaan E-Catalogue di Provinsi DKI Jakarta. Metode : Metode Penelitian yang digunakan ialah metode penelitian kualitatif . Data penelitian dikumpulkan melalui wawancara dengan para pegawai yang bertanggung jawab dalam pelaksanaan pengelolaan katalog elektronik, Observasi dengan mendatangi lokasi dan mengamati langsung pekerjaan terkait pengelolaan E-catalogue serta melakukan dokumentasi terkait pengelolaan E-Catalogue.Hasil / Temuan : Penelitian ini menunjukkan bahwa Kinerja BPPBJ dalam mengelola E-Catalogue DKI Jakarta belum cukup baik serta memerlukan beberapa pembenahan terkait kendala yang ada seperti komitmen personel yang masih kurang, Formasi pegawai yang tidak terpenuhi, banyaknya pelanggaran oleh pelaku usaha hingga sistem pembayaran yang sulit diterima. Kesimpulan : Oleh karena itu diperlukan pembenahan terutama di terkait kualitas dan jumlah personil sistem transaksi di platform E-catalogue yang seharusnya menjamin keamanan dan Cashflow bagi kedua belah pihak Kata Kunci : Kinerja, E-Catalogue, Pengelolaan, Pengadaan
