Abstract
ABSTRACT Problem Statement/Background (GAP): The Village Consultative Body (BPD) has a significant role as a representative institution in managing the aspirations of the people of Rambahan Village, Muara Bulian District, Batang Hari Regency, Jambi Province. However, the implementation of management and channeling community aspirations has still not reached optimal levels. This is reflected in the many damaged roads and the lack of public awareness regarding the existence of the BPD due to the lack of socialization of the role of the BPD. Purpose: This research aims to understand the role of the BPD in accommodating and channeling the aspirations of the people of Rambahan Village, especially as community representatives. Methode: . The theory used is role theory, taking into account four dimensions, namely expectations, norms, performance, evaluation and sanctions, to measure the role of BPD as a community representative institution. The research method used is descriptive qualitative with an inductive approach to collecting data and facts related to the role of BPD. Data collection was carried out through interviews and documentation. Research informants included all members of the BPD, Village Head, Head of Government Section, Karang Taruna, Head of LPMD, and the people of Rambahan Village. Results: From the results of data analysis, it was concluded that BPD needs to increase its role as a community representative. Because there are still several things that need to be improved, such as outreach to the public about the role and function of BPD, as well as a more effective mechanism for conveying aspirations. Conclusion: Based on this, the Village Consultative Body (BPD) of Rambahan Village plays an active role in accommodating and channeling community aspirations, despite facing obstacles such as minimal budget and infrastructure, with improvement efforts including increasing the budget, developing the local economy, and improving transportation access. ABSTRAK Permasalahan/ Latar Belakang (GAP): Badan Permusyawaratan Desa (BPD) memiliki peranan yang signifikan sebagai lembaga representatif dalam mengurusi aspirasi masyarakat Desa Rambahan, Kecamatan Muara Bulian, Kabupaten Batang Hari, Provinsi Jambi. Namun, pelaksanaan pengelolaan dan penyaluran aspirasi masyarakat masih belum mencapai tingkat optimal. Ini tercermin dari adanya jalan rusak yang banyak dan kurangnya kesadaran masyarakat mengenai eksistensi BPD akibat minimnya sosialisasi peran BPD. Tujuan: Penelitian ini bertujuan untuk memahami peran BPD dalam menampung dan menyalurkan aspirasi masyarakat Desa Rambahan, khususnya sebagai wakil masyarakat. Metode: Teori yang digunakan adalah teori Peran, dengan mempertimbangkan empat dimensi yaitu harapan (expectation), norma (norm), perilaku (performance), evaluasi (evaluation), dan sanksi (sanction), untuk mengukur peran BPD sebagai lembaga perwakilan masyarakat Metode penelitian yang digunakan adalah kualitatif deskriptif dengan pendekatan induktif untuk mengumpulkan data dan fakta terkait peran BPD. Pengumpulan data dilakukan melalui wawancara dan dokumentasi. Informan penelitian meliputi seluruh anggota BPD, Kepala Desa, Kasi Pemerintahan, Karang Taruna, Ketua LPMD, dan masyarakat Desa Rambahan. Hasil/Temuan: Dari hasil analisis data, disimpulkan bahwa BPD perlu meningkatkan peran nya sebagai wakil masyarakat. Karena masih terdapat beberapa hal yang perlu ditingkatkan, seperti sosialisasi kepada masyarakat tentang peran dan fungsi BPD, serta mekanisme penyampaian aspirasi yang lebih efektif. Kesimpulan: Berdasarkan hal tersebut, Badan Permusyawaratan Desa (BPD) Desa Rambahan berperan aktif dalam menampung dan menyalurkan aspirasi masyarakat, meskipun menghadapi kendala seperti minimnya anggaran dan infrastruktur, dengan upaya perbaikan meliputi peningkatan anggaran, pengembangan ekonomi lokal, dan perbaikan akses transportasi.
