Abstract
ABSTRACT Problem Statement: Peace and order are one of attributable authority of a Lurah as the leader that is attach dan the closest to the community. Many Government efforts in realizing the peace and order which is one of them is guiding the Restorative Justice. An instance of the successful of the program is in Sungai Baru Neighbourhood, Central Banjarmasin Sub-district, Banjarmasin City that has got the achievement about Restorative Justice. Purpose: This study aims to determine and describe the performance of Sungai Baru Village in maintaining public peace and order through the Restorative Justice approach so that it can become one of the villages that has received achievements in the Restorative Justice program. Method: The research method used is qualitative descriptive approach to organization performance theory according to Dwiyanto (2008). The data collection techniques used are interviews, observations, and documentations. Result: The results showed that the performance of Lurah already very optimal in dimensions of quality of work, quantity and independence. while, in timeliness nad effectivity are not optimal enough because the performance of Lurah also affected by external things like facilities and infrastructure that are not suitable and the capability of other parties about Restorative Justice which is not competent enough. Conclusion: There are lots of weaknesses in various aspects that can be addressed by improving facilities and infrastructure also continuing to innovate in insight counselling Restorative Justice either for society or for other staff and it would be nice if the activities and case titles were more publicized. Keywords: Urban Village, Peace and Order, Performance, Restorative Justice ABSTRAK Permasalahan/ Latar Belakang (GAP): Ketentraman dan ketertiban merupakan salah satu yang menjadi kewenangan atribusi Lurah sebagai pemimpin yang melekat dan terdekat kepada masyarakat. Banyak upaya pemerintah dalam mewujudkan Ketentraman dan ketertiban umum salah satunya dengan mempedomani istilah Restorative Justice. Contoh suksesnya program tersebut terdapat pada Kelurahan Sungai Baru Kecamatan Banjarmasin Tengah Kota Banjarmasin yang mendapat penghargaan atas program tersebut. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menggambarkan kinerja Kelurahan Sungai Baru dalam memelihara ketentraman dan ketertiban umum melalui pendekatan Restorative Justice sehingga mampu menjadi salah satu Kelurahan yang mendapat prestasi dalam program Restorative Justice. Metode: Metode Penelitian yang digunakan adalah kualitatif deskriftif terhadap kinerja organisasi kelurahan menurut Dwiyanto (2008). Teknik pengumpulan data adalah dengan wawancara, observasi, dan dokumentasi. Hasil/ Temuan: Hasil penelitian menunjukkan bahwa kinerja Kelurahan Sungai Baru tersebut sudah optimal pada responsivitas, responsibilitas, dan akuntabilitas. Dalam dimensi produktivitas dan kualitas layanan belum optimal karena kinerja kelurahan tersebut sangat dipengaruhi sarana dan prasarana yang belum sesuai serta kemampuan pihak lain atau aparatur terkait Restorative Justice kurang kompeten. Kesimpulan: Masih terdapat kekurangan di berbagai aspek yang dapat diupayakan dengan meningkatkan sarana dan prasarana serta terus melakukan inovasi terkait Restorative Justice baik untuk masyarakat dan pegawai lainnya serta alangkah baiknya kegiatan dan gelar perkara lebih dipublikasikan. Kata Kunci: Kelurahan, Ketentraman dan Ketertiban, Kinerja, Restorative Justice.
