Abstract
ABSTRACT Problem/Background (Gap): The focus of this study is on the issue of regional asset disposal (BMD) in Balangan Regency, which faces a shortage of human resources with standardized competencies in BMD management and inventory. This deficiency results in substantial losses of assets before their disposal, thereby causing financial detriment to the government of Balangan Regency. Consequently, there is a pressing need to enhance the effectiveness of BMD disposal in Balangan Regency, located in South Kalimantan Province. Objective: This research aims to identify the challenges and opportunities for improving the effectiveness of BMD disposal in Balangan Regency. Methodology: Qualitative research employing a descriptive method and an inductive approach was utilized. Data were gathered through interviews, observations, and documentation, involving 11 informants. Results/Findings: The study findings indicate that the effectiveness of BMD disposal by the Regional Finance and Asset Management Agency (BPKAD) of Balangan Regency is assessed across five dimensions: Productivity, Quality, Efficiency, Flexibility, and Satisfaction. Conclusion: The study concludes that the current effectiveness of BMD disposal by BPKAD in Balangan Regency has not been fully optimized. The study recommends that BPKAD in Balangan Regency should take steps to improve the effectiveness of regional asset disposal. Keywords: BMD, Management, Effectiveness, BPKAD ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan penghapusan barang milik daerah di Kabupaten Balangan yang kekurangan sumber daya manusia yang memiliki kompetensi standar dalam pengelolaan BMD dan Inventarisasi yang kurang sehingga banyak aset yang hilang sebelum bisa dihapuskan dan merugikan pemerintah Kabupaten Balangan sehingga perlu peningkatan efektivitas penghapusan BMD di Kabupaten Balangan Provinsi Kalimantan Selatan. Tujuan: Penelitian ini dilakukan untuk menyoroti tantangan serta peluang untuk peningkatan efektivitas penghapusan BMD di Kabupaten Balangan. Metode: Penelitian ini menggunakan penelitian kualitatif dengan metode deskriptif melalui pendekatan induktif dengan Teknik pengambilan data berupa wawancara, observasi, dan dokumentasi. Teknik pengumpulan data dilakukan melalui wawancara terhadap 11 informan. Hasil/Temuan: Hasil penelitian yang diperoleh menunjukan tingkat efektivitas penghapusan BMD yang dilakukan oleh BPKAD Kabupaten Balangan dengan 5 dimensi yaitu Produktivitas, Mutu/Kualitas, Efesiensi, Fleksibilitas, dan Kepuasan. Kesimpulan: Efektivitas yang dilakukan oleh BPKAD Kabupaten Balangan belum dilaksanakan dengan optimal. Penulis menyarankan kepada BPKAD Kabupaten Balangan untuk meningkatkan efektivitas penghapusan barang milik daerah di Kabupaten Balangan Provinsi Kalimantan Selatan.
