Abstract
ABSTRACT Problem statement/background (GAP): The transfer of media from paper archives to electronic archives allows quick and easy access to information, increases the efficiency and productivity of personnel and reduces physical storage costs. Purpose: This study aims to decrypt the effectiveness of the implementation of electronic archival systems in the Regional Archives and Library Office of Buleleng Regency, Bali Province. Method: The research method used is qualitative research with a descriptive approach. Data were collected through in-depth interviews with employees of the Regional Archives and Library Office of Buleleng Regency, archivists, and employees from other agencies, direct observation of the management mechanism of the electronic archive system, and analysis of documents related to the implementation of the electronic archive system. Data analysis through the process of data reduction, data presentation, and conclusions. Result: The results of this study show that Archives Management at the Regional Archives and Library Office (DAPD) of Buleleng Regency using an electronic archive system has been running well. However, there are several obstacles that hinder the implementation process, namely the low IT capability of archivists, DAPD Buleleng Regency still depends on assistance from the Buleleng Regency Communication and Information Office in terms of server and network management. Therefore, it is necessary to improve the aspects of Human Resources and the level of work efficiency, especially in providing training regarding electronic archive management on an ongoing basis. And there are supporting factors for electronic archiving, namely helping archivists in managing archives and archives that are stored more securely. Conclusion: DAPD Buleleng Regency makes efforts to improve the implementation of an electronic archive system through IT training for employees and collaborates with the Buleleng Regency Communication and Information Office in managing its servers. Keywords: Media transfer, Effectiveness, Electronic Filing Systems ABSTRAK Permasalahan/Latar Belakang (GAP): Alih media dari arsip berbentuk kertas menjadi arsip elektronik memungkinkan akses yang cepat dan mudah terhadap informasi, meningkatkan efisiensi dan produktivitas petugas serta mengurangi biaya penyimpanan fisik. Tujuan: Penelitian ini bertujuan untuk mendekripsikan efektivitas penerapan sistem kearsipan elektronik di Dinas Arsip dan Perpustakaan Daerah Kabupaten Buleleng, Provinsi Bali. Metode: Metode penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui wawancara mendalam dengan pegawai Dinas Arsip dan Perpustakaan Daerah Kabupaten Buleleng, petugas arsip, dan pegawai dari instansi lain, observasi langsung terhadap mekanisme pengelolaan sistem kerasipan eletronik, dan analisis dokumen terkait implementasi sistem kearsipan elektronik. Analisis data melalui proses reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian ini menunjukkan bahwa Pengelolaan Kearsipan di Dinas Arsip dan Perpustakaan Daerah (DAPD) Kabupaten Buleleng dengan menggunakan sistem kearsipan secara elektronik sudah berjalan dengan baik. Namun, terdapat beberapa kendala yang menghambat proses implementasinya, yaitu masih rendahnya kapabilitas IT arsiparis, DAPD Kabupaten Buleleng masih bergantung pada bantuan dari Dinas Kominfo Kabupaten Buleleng dalam hal pengelolaan server dan jaringan. Oleh karena itu, diperlukan pembenahan terhadap aspek Sumber Daya Manusia dan tingkat efisiensi kerja terutama pada pemberian pelatihan menyangkut tata laksana kearsipan elektonik secara berkelanjutan. Serta ada faktor pendukung dilakukannya pengarsipan secara elektronik yaitu membantu para arsiparis dalam mengelola arsip serta arsip yang disimpan lebih terjamin keamanannya. Kesimpulan: DAPD Kabupaten buleleng melakukan upaya meningkatkan penerapan sistem kearsipan secara elektronik melalui diklat IT untuk pegawai serta berkolaborasi dengan Dinas Kominfo Kabupaten Buleleng dalam mengelola servernya.
