Abstract

ABSTRACT Problem Statement/Background (GAP): The ownership of civil registration documents in Karo Regency, North Sumatra, has been progressing well, although not yet fully comprehensive. This is due to a lack of accessible information. Purpose: The purpose of this research is to investigate the inhibiting factors and the effectiveness enhancement efforts of the SENEMBAS program. Method: This research employs a qualitative approach with an inductive method. The data collection techniques include interviews, observations, and documentation. Result: The findings obtained by the researcher in this study indicate that the implementation of the SENEMBAS program has been effective, as evidenced by the number of residents who have obtained civil registration documents through the SENEMBAS program. Conclusion: The SENEMBAS program for issuing civil registration documents at the Population and Civil Registration Office of Karo Regency has been effective. However, the identified obstacles need to be addressed through various efforts to enhance the innovations carried out by the Population and Civil Registration Office of Karo Regency, thereby improving the efficiency and quality of population services. Keywords: Civil Registration Documents, Effectiveness, Program ABSTRAK Permasalahan/Latar Belakang (GAP): Kepemilikan Dokumen Kependudukan di Kabupaten Karo Sumatera Utara sudah berjalan dengan baik, namun masih belum semua mencapai keseluruhan. Hal ini disebabkan oleh kurangnya informasi yang didapatkan. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui, faktor penghambat, dan upaya tingkat efektivitas pada program SENEMBAS. Metode: Penelitian ini menggunakan penelitian kualitatif dengan pendekatan induktif. Teknik yang digunakan dalam mengumpulkan data yaitu dengan wawancara, observasi, kemudian dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu pelaksanaan program SENEMBAS sudah efektif melihat jumlah penduduk yang sudah menerbitkan dokumen kependudukan melalui program SENEMBAS. Kesimpulan: Program SENEMBAS dalam penerbitan dokumen kependudukan di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Karo sudah efektif, namun hambatan-hambatan yang ditemukan harus diatasi dengan berbagai upaya, agar inovasi yang dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Karo semakin baik dan efisien dalam menyelenggarakan pelayanan kependudukan Kata kunci: Efektivitas, Program, Dokumen Kependudukan
