Abstract

ABSTRACT This is study with entitled “Implementation Policy Of Curbing The Cattle In South Palu District Of Central Sulawesi Province”. This research is intented to find out how the implementation of a policy of curbing the cattle in South Palu District of the city of hammers and mallets to know the factors that impede the implementation of the policy of curbing the cattle as well as to find out efforts made by related institutions to overcome the barriers to the implementation of the policy of curbing the cattle. In this study, researcher used the theory of George Edwards III to see the implementation of a policy is determined by important factors which are communication, resources, disposition, and bureaucratic structure. As for the researchers in the study used a qualitative descriptive method with inductive approach. Data collection is done by using methods of interviewing, documentation, and observations. Data analysis techniques used include the reduction of the data, the presentation of data, and the withdrawal of the conclusion. From the result of the research we can know the conclusion that the implementation of the policy of curbing the cattle in Southern Palu have not been executed its full potential due to still the lack of support from various parties, namely the breeders and related institution. In practice there are a number of factors restricting like lack of awareness in the maintenance of cattle breeders, like a lack of assertiveness from the implementing authorities which is not accompanied by sanctions so as not to create a deterrent, a lack of community facilities and infrastuctur, lack of budget as well as the lack of coordination. The effort that has been made is doing socialization to society, build commitment to implementing agencies, establish coordination as well as making submissions to local governments for the provision of facilities and infrastructure.
