Abstract
ABSTRACT Problem Statement /Background (GAP) : The author focuses on the problem of improving the welfare of coffee farmers to become independent and forward thinking as well as improving the quality and productivity of coffee farmers. Purpose : the purpose of this research is to obtain the inhibiting factors in the empowerment of coffee farmers and efforts that can be made to overcome these problems. Method: this research uses a qualitative descriptive method related to empowerment according to Mardikanto's Theory. Data collection techniques were carried out through interview, observation, and documentation techniques. Results : the findings obtained by the author in this study are that the Bener Meriah Regency Government has made efforts to overcome the problems that coffee farmers experience, these efforts include providing facilities and pre-facilities, counseling and training provided to coffee farmers, but the results obtained by farmers are still less active in participating in activities that the government has attempted. Conclusion : the empowerment of coffee farmers carried out by the Agriculture Office of Bener Meriah Regency, Timang Gajah Subdistrict, has been carried out as planned and established programs even though it has not been carried out optimally. However, the Bener Meriah Regency Government continues to strive to overcome obstacles and improve the welfare of coffee farmers. Therefore, the government must make more efforts and must work together with the agency, the private sector, and the community. Keywords : Empowerment, Coffee Farmers, Technique, effort ABSTRAK Permasalahan/latar belakang (GAP) : penulis berfokus pada permasalahan penigkatakan kesejahteraan para petani kopi agar menjadi mandiri dan berpikir maju serta meningkatkan kualitas dan produktivitas para petani kopi. Tujuan : tujuan dari penelitian ini adalah untuk memperoleh faktor penghambat dalam pemberdayaan petani kopi serta upaya yang dapat dilakukan untuk mengatasi permasalahan tersebut. Metode : penelitian ini menggunakan metode deksriptif kualitatif terkait pemberdayaan menurut Teori Mardikanto. Teknik pengumpulan data dilakukan melalui teknik wawancara, observasi, dan dokumentasi. Hasil/temuan : temuan yang diperoleh penulis dalam penelitian ini yaitu Pemerintah Kabupaten Bener Meriah telah melakukan upaya dalam mengatasi permasalahan yang para petani kopi alami, upaya tersebut meliputi penyediaan sarana dan pra sarana, penyuluhan dan pelatihan yang diberikan kepada para petani kopi, namun hasil yang diperoleh para petani masih kurang aktif dalam mengikuti kegiatan yang telah pemerintah upayakan. Kesimpulan : pemberdayaan petani kopi yang dilakukan oleh Dinas Pertanian Kabupaten Bener Meriah Kecamatan Timang Gajah telah dilaksanakan sebagaimana program yang telah direncanakan dan dibentuk walaupun belum terlaksana secara optimal. Namun Pemerintah Kabupaten bener meriah tetap terus berupaya dalam mengatasi hambatan dan meningkatkan kesejahteraan para petani kopi. Oleh karena itu pemerintah harus lebih berupaya lagi dan harus bekerja sama dengan dinas, swasta maupun masyarakat dalam rangka menjalankan upaya peningkatan kesejahteraan para petani kopi di Kecamatan Timang Gajah.
