Abstract
ABSTRACT Problem Statement/Background (GAP): The author focuses on the phenomenon of unequal distribution of public services due to large areas with dense populations, infrastructure development that has not been optimal and bureaucratic reform that has not been realized significantly in the Central Lampung region. This is a demand for the Central Lampung Regency Government to adapt and respond to the dynamics of public service problems by looking at culture and capabilities through implementing the Bunga Kampung program which then leads to positive changes for society. Objective: The aim of this research is to describe and analyze how the Central Lampung Regency Government manages the Bunga Kampung program. Method: This research uses a descriptive qualitative approach and analysis of dynamic governance according to the Dynamic Governance Theory of Neo and Chen (2007). Data collection techniques were carried out using observation, in-depth interviews (13 informants), and documentation. Results/Findings: The findings obtained by the author in this research are divided based on three main elements of Dynamic Governance, namely the culture element, the dynamics that occur are influenced by the central, provincial and political will of regional heads in terms of consistency and long term in solving public service problems . In the capability element, dynamics occur through a process of thinking ahead, reviewing and learning from other experiences. And in the change element, positive changes were found and suggestions for appropriate decision making were considered adaptive by researchers based on findings in the field. Conclusion: The Central Lampung Regency Government's implementation of governance regarding public service issues through the Bunga Kampung program has resulted in positive changes. Suggestions from researchers are several things that need to be done, such as integrating with other regional governments to jointly overcome public service problems, increasing infrastructure development to support the success of government programs, and increasing the digital capabilities of society evenly. Therefore, researchers hope that the Central Lampung Regency Government can evaluate and re�implement this program in the next period with various innovations to provide wider benefits for the community by considering the results of the change element.
