Abstract

Abstract Background (GAP): The author focuses on the implementation of Pamekasan Regent Regulation No. 18 of 2018 concerning the development of E-Government in the Personnel and Human Resources Development Agency of Pamekasan Regency to improve the effectiveness and efficiency of personnel administration services within the Pamekasan Regency government. Objective: To identify and analyze how the implementation of Pamekasan Regent Regulation No. 18 of 2018 on the development of E-Government is carried out in the Personnel and Human Resources Development Agency of Pamekasan Regency, East Java Province. Method: This research uses a descriptive qualitative method with an inductive approach. Results/Findings: The results of the study indicate that the implementation of the e-government development policy in the Personnel and Human Resources Development Agency of Pamekasan Regency has facilitated personnel administration services within the Pamekasan Regency Government, although there are still challenges related to the need for recruitment of experts in the field and the updating of facilities and infrastructure that support the implementation of e-government. Conclusion: The policy related to the implementation of e-government development in the Personnel and Human Resources Development Agency of Pamekasan Regency has been well implemented, as it shows compliance with procedures in the development of e-government and facilitates employees in the Pamekasan Regency Government in completing personnel administration matters through innovative electronic-based government systems in the Personnel and Human Resources Development Agency of Pamekasan Regency. Keywords : Implementation, E-Government, Policy Abstrak Permasalahan/Latar Belakang (GAP): Penulis berfokus pada implementasi kebijakan peraturan bupati pamekasan nomor 18 tahun 2018 tentang pengembangan E-Government di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Pamekasan dalam meningkatkan efektivitas dan efisiensi pelayanan administrasi kepegawaian di lingkungan pemerintahan Kabupaten Pamekasan. Tujuan: untuk mengetahui dan menganalisis bagaimana implementasi kebijakan peraturan bupati pamekasan nomor 18 tahun 2018 tentang pengembangan E-Government di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Pamekasan Provinsi Jawa Timur. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif. Hasil/Temuan: Hasil penelitian menunjukkan bahwa implementasi kebijakan pengembangan e-government di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Pamekasan telah memudahkan pelayanan administrasi kepegawaian di lingkungan Pemerintahan Kabupaten Pamekasan, meskipun masih terkendala terkait masih perlunya rekruitmen tenaga ahli dibidangnya dan pemutakhiran sarana dan prasarana yang mendukung pengimplementasian e-government. Kesimpulan: Kebijakan terkait implementasi pengembangan e-government di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Pamekasan sudah terlaksana dengan baik karena dilihat sudah adanya kesesuaian prosedur dalam pengembangan e-government dan mempermudah pegawai di lingkungan pemerintahan Kabupaten Pamekasan dalam menyelesaikan urusan administrasi kepegawaian melalui inovasi sistem pemerintahan berbasis elektronik di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Pamekasan.
