Abstract
ABSTRACT Problem/Background (GAP): There are still many people whose level of understanding is still very minimal. As well as the lack of socialization from the government, especially related agencies to the community so that many people do not know about the existence of this Si Jago administrative service innovation program at the Population and Civil Registration Office of Palembang City. Purpose: to know and analyze the effectiveness of the innovation of the sikok jadi tigo (si jago) program in issuing birth certificates at the Palembang City Civil Registration Office. issuance of birth certificates at the Palembang City Population and Civil Registration Office in terms of five dimensions, namely productivity, productivity, and productivity. Methods: This research uses descriptive qualitative with an inductive approach that aims to obtain data in accordance with the real situation in the Palembang City Population and Civil Registration Office. Results : Based on the results of this study, This study shows:1) a) Productivity has been achieved, because it has been proven toincreased the productivity of birth certificate issuance; 2) Quality has beenquality/quality has been successfully achieved, a quality value that should be proud of considering the positive response delivered by the community; 3 positive response from the community; 3) Efficiency has been successfully achieved, because successfully dismissed the stigma of the previous service that seemed slow; 4) Flexibility successfully achieved, because the community gets convenience, among others, byvarious service options; 5) Satisfaction has been successfully achieved. Researchers also obtained research results related toinhibiting factors and interviewed informants regarding efforts to overcome inhibiting factors. Conclusion: Si Jago Program that Program launched by the Population and Civil Registration Office of Palembang City shows the effectiveness in birth certificate issuance service. This is evidenced by the increase in productivity that can be seen from quantity of birth certificate issuance, service time, easy access online and offline (flexibility), and the presence ofonline or offline (flexibility), and increased public satisfaction.increase.There are still inhibiting factors in the lack of public awarenessawareness of the importance of ownership of population documents and infrastructure.infrastructure that is not yet optimal, socialization that is not yet comprehensive to all levels of society in Palembang City.Palembang City. Keywords: Effectiveness, The Jago, Birth Certificate ABSTRAK Permasalahan/Latar Belakang (GAP): Masih banyak masyarakat yang tingkat pemahamannya masih sangat minim. Serta kurangnya sosialisasi dari pihak pemerintah terutama instansi terkait kepada masyarakat sehingga banyak masyarakat yang tidak mengetahui tentang adanya program inovasi pelayanan administrasi Si Jago ini di Dinas Kependudukan dan Pencatatan Sipil Kota Palembang. Tujuan: mengetahui dan menganalisis efektivitas inovasi program sikok jadi tigo (si jago) dalam penerbitan Akta Kelahiran di Dinas Kependudukan dan Pencatatan Sipil Kota Palembang ditinjau dari lima dimensi yaitu produktivitas, kualitas/mutu, efisiensi, fleksibilitas, dan kepuasan. Metode: Penelitian ini menggunakan kualitatif deskriptif dengan pendekatan induktif yang bertujuan untuk memperoleh data sesuai dengan keadaan nyata di lapangan. Dalam mengumpulkan data penelitian menggunakan beberapa cara yaitu observasi, wawancara, dan dokumentasi. Hasil: Berdasarkan hasil penelitian ini menunjukkan: 1) a) Produktivitas telah tercapai, karena sudah terbukti meningkatkan produktivitas penerbitan akta kelahiran; 2) Kualitas/mutu sudah berhasil tercapai, nilai kualitas yang patut dibanggakan mengingat respon positif yang disampaikan masyarakat; 3) Efisiensi sudah berhasil dicapai, karena berhasil menampik stigma pelayanan sebelumnya yang terkesan lambat.; 4) Fleksibilitas berhasil tercapai, karena masyarakat mendapat kemudahan antara lain dengan adanya beragam opsi pelayanan; 5) Kepuasan sudah berhasil tercapai. Peneliti juga memperoleh hasil penelitian terkait faktor penghambat dan mewawancarai informan terkait upaya mengatasi faktor penghambat. Kesimpulan: Program Si Jago yang diluncurkan oleh Dinas Kependudukan dan Pencatatan Sipil Kota Palembang menunjukkan adanya keefektivitasan dalam pelayanan penerbitan akta kelahiran. Hal ini dibuktikan dengan peningkatan produktivitas yang terlihat dari kuantitas penerbitan akta kelahiran, waktu pelayanan, kemudahan akses secara online maupun offline(fleksibilitas), dan adanya kepuasan masyarakat yang meningkat. Masih terdapat faktor penghambat kurangnya kesadaran masyarakat terhadap pentingnya kepemilikan atas dokumen kependudukan dan sarana prasarana yang belum optimal, sosialisasi yang belum menyeluruh ke semua lapisan masyarakat Kota Palembang. Peneliti juga melakukan observasi dan wawancara untuk mengetahui upaya Dinas Kependudukan dan Pencatatan Sipil Kota Palembang mengatasi faktor penghambat yang ada.
