Abstract
ABSTRAK IMPLEMENTASI KEBIJAKAN PENYELENGGARAAN PELAYANAN TERPADU SATU PINTU PADA PROVINSI NUSA TENGGARA BARAT Oleh : Rizki Purnama Ramdani Dosen Pembimbing : Drs Suripto, M.Si. Skripsi ini berjudul “ImpIementasi kebijakan Penyelenggaraan PeIayanan Terpadu Satu Pintu Pada Provinsi Nusa Tenggara Barat”. Adapun peneIitian ini bertujuan untuk mengetahui dan menganalisis ImpIementasi Kebijakan Penyelenggaraan PeIayanan Terpadu Satu Pintu Pada Provinsi Nusa Tenggara Barat. Mengetahui serta menganalisa faktor-faktor pendukung dan penghambat ImpIementasi Kebijakan Penyelenggaraan PeIayanan Terpadu Satu Pintu Pada Provinsi Nusa Tenggara Barat. Mengetahui serta menganalisa upaya yang perlu dilakukan guna mengatasi faktor-faktor penghambat pada ImpIementasi Kebijakan Penyelenggaraan PeIayanan Terpadu Satu Pintu Pada Provinsi Nusa Tenggara Barat. Adapun teori yang dipakai sebagai pisau analisi daIam penulisan skripsi ini adalah teori ImpIementasi dari Purwanto & Sulistyastuti (2012: 85) yang menjelaskan bahwa ada beberapa faktor menjadi penentu berhasil atau tidaknya suatu proses ImpIementasi, yaitu kualitas kebijakan itu sendiri, kecukupan input kebijakan, ketepatan instrumen yang dipakai untuk mencapai tujuan kebijakan, kapasitas implementor, karakteristik dan dukungan kelompok sasaran, kondisi lingkungan geografi, sosial, ekonomi, dan politik. Metode peneIitian yang digunakan adalah peneIitian kualitatif dengan metode deskriptif dan pendekatan induktif, teknik pengumpulan data yang digunakan adalah wawancara , observasi dan dokumentasi. Berdasarkan hasil peneIitian dilapangan dapat disimpulkan bahwa ImpIementasi Kebijakan penyelenggaraan peIayanan terpadu satu pintu pada Provinsi Nusa Tenggara Barat sudah berjalan cukup baik namun masih belum optimal dikarenakan masih adanya kendala atau hambatan yang dihadapi. DaIam menghadapi kendala dan hambatan tersebut pemerintah Provinsi Nusa Tenggara Barat terus meningkatkan fasilitas, jumlah pegawai, sosialisai kebijakan dan alokasi anggaran sehingga ImpIementasi kebijakan penyelenggaraan peIayanan terpadu satu pintu tersebut dapat terlaksana dengan optimal. ABSTRACT IMPLEMENTATION OF ONE-STOP INTEGRATED SERVICE DELIVERY POLICY IN WEST NUSA TENGGARA PROVINCE By : Rizki Purnama Ramdani Supervisor : Drs Suripto,M.Si. This thesis is entitled "Implementation of One-Stop Integrated Service Implementation Policy in West Nusa Tenggara Province". This study aims to determine and analyze the Implementation of One-Stop Integrated Service Implementation Policy in West Nusa Tenggara Province. Know and analyze the supporting and inhibiting factors of the implementation of the One-Stop Integrated Service Implementation Policy in West Nusa Tenggara Province. Know and analyze the efforts that need to be made to overcome the inhibiting factors in the Implementation of the One-Stop Integrated Service Implementation Policy in West Nusa Tenggara Province. The theory used as an analysis knife in writing this thesis is the implementation theory from Purwanto & Sulistyastuti (2012: 85) which explains that there are several factors that determine the success or failure of an implementation process, namely the quality of the policy itself, the adequacy of policy input, the accuracy of the instruments used to achieve policy objectives, the capacity of implementors, characteristics and support of target groups, geographical, social, economic, and political environmental conditions. The research method used is qualitative research with descriptive methods and inductive approaches, the data collection techniques used are interviews, observation and documentation. Based on the results of field research, it can be concluded that the implementation of the one-stop integrated service implementation policy in West Nusa Tenggara Province has run quite well but is still not optimal because there are still obstacles or obstacles faced. In facing these obstacles and obstacles, the West Nusa Tenggara Provincial government continues to improve facilities, number of employees, policy socialization and budget allocation so that the implementation of the one-stop integrated service delivery policy can be carried out optimally.
