Abstract

ABSTRACT Background (GAP): The success of an organization is measured through performance achievements, especially in the context of public services for government organizations. Problems still arise when government organizations do not achieve their performance targets, as happened at the Secretariat of the Regional People's Representative Council for general affairs and finance in Lahat Regency. The level of performance of the DPRD Secretariat for general and financial affairs, whether good or bad, has a significant impact on the overall performance of the organization. Objective: This research aims to understand, evaluate, and explain the performance of the General and Financial Section of the Regional People's Representative Council Secretariat in Lahat Regency, South Sumatra Province, the factors that influence organizational performance, and steps to improve the organization's performance. Method: This research utilizes qualitative descriptive methods. Researchers determined informants using the purposive sampling technique. Data sources come from individuals, documents, and places. Data collection techniques include interviews, observation, and documentation, which are then analyzed through data reduction, data presentation, and drawing conclusions based on the results of the analysis. Results/Findings: The results of the research show that the performance of the Regional People's Representative Council Secretariat for general and financial affairs in Lahat Regency, South Sumatra Province is considered satisfactory in the aspects of responsiveness and accountability. However, there is still a need to improve performance in several aspects such as productivity, service quality, and responsibility. Factors that influence organizational performance, such as Human Resources and work motivation, as well as facilities, need to be improved in order to improve the overall performance of the organization. Conclusion: The Secretariat of the Regional People's Representative Council, Lahat Regency's general and financial division, has made various efforts to improve organizational performance. Keywords: Organization, Performance ABSTRAK Latar Belakang (GAP): Keberhasilan organisasi diukur melalui pencapaian kinerja, terutama dalam konteks pelayanan publik bagi organisasi pemerintahan. Tingkat kinerja Sekretariat DPRD Bagian umum dan keuangan memiliki dampak signifikan terhadap pencapaian kinerja keseluruhan organisasi tersebut di Kabupaten Lahat. Tujuan: Penelitian ini bertujuan untuk memahami, mengevaluasi, dan menjelaskan kinerja Sekretariat Dewan Perwakilan Rakyat Daerah Bagian umum dan keuangan di Kabupaten Lahat Provinsi Sumatera Selatan, faktor-faktor yang memengaruhi kinerja organisasi, dan langkah-langkah untuk meningkatkan kinerja organisasi tersebut. Metode: Penelitian ini memanfaatkan metode deskriptif kualitatif. Peneliti menentukan informan menggunakan teknik purposive sampling. Sumber data berasal dari individu, dokumen, dan tempat. Teknik pengumpulan data meliputi wawancara, observasi, dan dokumentasi, yang kemudian dianalisis melalui reduksi data, penyajian data, dan penarikan kesimpulan berdasarkan hasil analisis. Hasil/Temuan: Hasil penelitian menunjukkan bahwa kinerja Sekretariat Dewan Perwakilan Rakyat Daerah Bagian umum dan keuangan di Kabupaten Lahat Provinsi Sumatera Selatan dinilai cukup baik berdasarkan Teori Dwiyanto. Faktor-faktor yang mempengaruhi kinerja termasuk Sumber Daya Manusia, motivasi kerja, dan sarana prasarana. Kesimpulan: Upaya yang dilakukan Sekretariat Dewan Perwakilan Rakyat Daerah Kabupaten Lahat dalam meningkatkan kinerja termasuk mengusulkan pegawai untuk mengikuti pelatihan yang dapat menunjang kinerja, membenahi sarana, mewajibkan pegawai mengikuti apel pagi, memberikan motivasi secara aktif, dan memberikan reward serta punishment.
