Abstract
ABSTRAK PENERTIBAN PENYAKIT MASYARAKAT DI RUMAH KOST OLEH SATUAN POLISI PAMONG PRAJA KOTA PONTIANAK PROVINSI KALIMANTAN BARAT (STUDI KASUS SISTEM CEPAT OPERASI YUSTISI) Oleh : Amelia Dinda Zalwani Dosen Pembimbing: Dr. Nelson Simanjuntak, S.H., M.Si Permasalahan / Latar Belakang (GAP) : Peneliti fokus pada penertiban yang dilakukan oleh Satpol PP Kota Pontianak terkait penyakit masyarakat yang ditemukan di rumah kost dengan fokus pada implementasi program Sistem Cepat Operasi Yustisi. Tujuan : tujuan dari penelitian ini adalah untuk mengetahui penertiban penyakit masyarakat di rumah kost yang diselesaikan melalui program Sistem Cepat Operasi Yustisi serta faktor penghambat dan upaya dalam meningkatkan penertiban penyakit masyarakat di rumah kost. Metode: Dalam penelitian ini menggunakan jenis metode penelitian kualitatif dengan pendekatan deskriptif dan teknik pengumpulan data dengan wawancara, observasi dan dokumentasi. Hasil/Temuan : Hasil dari penelitian ini berdasarkan teori Penertiban menurut Eva Eviany dan Sutiyo memiliki tiga dimensi. Dimensi upaya berupa yang sudah baik pelaksanaanya pada tindakan represif, akan tetapi, tindakan represif kurang optimal. Pada dimensi perlengkapan yang diperlukan, memiliki indikator aparatur penertiban sudah cukup baik dalam memahami mekanisme dan adanya kejelasaan peraturan meregulasi. Selanjutnya hasil dari dimensi tujuan yang memiliki indikator ketaatan masyarakat ternyata masih rendah Hal ini dipengaruhi oleh dukungan pemerintah Kota Pontianak, fasilitas yang mendukung serta adanya peraturan perundang-undangan yag jelas. Namun, peneliti juga menemukan beberapa kendala seperti proses input data atau administrasi yang terhambat serta adanya penolakan dari penghuni atau pemilik kost. Upaya yang dilakukan oleh Satpol PP Kota Pontianak untuk mengatasi kendala yang ada yaitu membangun komunikasi dengan masyarakat, sosialisasi dengan program Women Education Mobile (WEM) serta melakukan evaluasi dan pembinaan. Kesimpulan dan saran : Penertiban penyakit masyarakat di rumah kost oleh Satuan Polisi Pamong Praja Kota Pontianak dengan program Sistem Cepat Operasi Yustisi sudah dilaksanakan dengan baik. Saran yang dapat diberikan oleh peneliti, yaitu kepada Pemerintah Kota Pontuianak untuk terus melakukan koordinasi kepada pihak terkait dan kepada Satpol PP Kota Pontianak untuk terus gencar melakukan sosialisasi Women Education Mobile dan untuk peneliti selanjutnya untuk mengkaji lebih dalam untuk mengembangkan fokus penelitian. Kata Kunci: Penertiban, Penyakit Masyarakat, Satuan Polisi Pamong Praja ABSTRACT CONTROLLING COMMUNITY DISEASES IN BOARDING HOUSES BY THE PONTIANAK CITY POLICE UNIT, WEST KALIMANTAN PROVINCE (CASE STUDY OF JUSTISI'S RAPID OPERATIONS SYSTEM) By : Amelia Dinda Zalwani Supervisor: Dr. Nelson Simanjuntak, S.H., M.Si Problem / Background (GAP): The researcher focuses on the enforcement actions taken by the Municipal Police Unit (Satpol PP) of Pontianak City regarding public order offenses found in boarding houses, with a particular focus on the implementation of the Rapid Judicial Operation System (SICEPOY) program. Objective: The objective of this study is to understand the enforcement of public order offenses in boarding houses addressed through the SICEPOY program, as well as the obstacles and efforts to enhance the enforcement of public order offenses in boarding houses. Methodology: This study employs a qualitative research method with a descriptive approach. Data collection techniques include interviews, observations, and documentation. Results/Findings: The results of this study, based on the theory of enforcement according to Eva Eviany and Sutiyo, encompass three dimensions. The efforts dimension indicates that the implementation of repressive actions is already good; however, the repressive actions are not optimal. In the necessary equipment dimension, the indicators show that the enforcement apparatus is quite good at understanding the mechanisms and the clarity of regulatory rules. Furthermore, in the objectives dimension, the indicator of community compliance is still low. This is influenced by the support of the Pontianak City government, supporting facilities, and the existence of clear legislation. However, the researcher also found several obstacles, such as delays in data input or administration processes and resistance from the boarding house occupants or owners. The efforts made by the Pontianak City Satpol PP to overcome these obstacles include building communication with the community, socializing through the Women Education Mobile (WEM) program, and conducting evaluations and guidance.Conclusion and Recommendations: The enforcement of public order offenses in boarding houses by the Pontianak City Civil Service Police Unit through the Quick System for Judicial Operations program has been well implemented. The suggestions given by the researcher include continuous coordination by the Pontianak City Government with relevant parties, and for the Pontianak City Satpol PP to intensively socialize the Women Education Mobile program. Further researchers are advised to delve deeper into expanding the focus of the research. Key Words: Order, Community Diseases, Civil Service Police Unit
