Abstract
ABSTRACT Problem/Background (GAP): The General Election Commission is the institution that organizes general elections and has the task of continuing to improve political education in society. The Banyumas Regency General Election Commission runs the Election Smart House program to build community political education to increase community participation, where the level of participation of the Banyumas Regency community in the Banyumas Regent Election from year to year has not reached the national target. Purpose: This research aims to determine and analyze the effectiveness of the RPP (Rumah Pintar Pemilu) program as a means of political education in increasing community participation. Method: By using qualitative analysis methods and data collection techniques through observation, interviews and documentation. Results/Findings: The research results show that the RPP program has not been effective because from the discussion of the five dimensions in Sutrisno's theory, only one dimension was stated to be effective and four of them were not yet effective. Conclusion: Several efforts have been made by the Banyumas Regency General Election Commission, namely by making maximum use of the premises of the Banyumas Regency General Election Commission office, making maximum use of online media for voter education, expanding the reach of beneficiaries by entering into MoUs and collaborating with educational institutions and regional governments and proposing appropriate budgets. Keywords: Effectiveness, Election Smart House Program, Political Education, Community Participation ABSTRAK Permasalahan/Latar Belakang (GAP): Komisi Pemilihan Umum merupakan lembaga penyelenggara pemilihan umum dan memiliki tugas untuk terus meningkatkan pendidikan politik di masyarakat. Komisi Pemilihan Umum Kabupaten Banyumas menjalankan program Rumah Pintar Pemilu dalam membangun pendidikan politik masyarakat untuk meningkatkan partisipasi masyarakat yang dimana tingkat partisipasi masyarakat Kabupaten Banyumas dalam Pemilihan Bupati Banyumas dari tahun ke tahun belum mencapai target nasional. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis efektivitas program RPP (Rumah Pintar Pemilu) sebagai sarana pendidikan politik dalam meningkatkan partisipasi masyarakat. Metode: Dengan menggunakan metode analisis kualitatif dan teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Hasil/Temuan: Hasil penelitian menunjukan bahwa program RPP belum efektif karena dari pembahasan lima dimensi dalam teori Sutrisno hanya satu dimensi yang dinyatakan sudah efektif dan empat diantaranya belum efektif. Kesimpulan: Kesimpulan penelitian Beberapa faktor penghambat diantaranya yaitu tidak ada penyediaan bangunan maupun ruangan khusus untuk Rumah Pintar Pemilu, sumber daya manusia dan tenaga yang tersedia fokus persiapan Pemilu 2024, serta kurangnya sosialisasi dan dukungan anggaran untuk pengembangan Rumah Pintar Pemilu.
