Abstract
ABSTRACT Problem/ Background: Development of Public Sector Human Resources, in this case the State Civil Apparatus, requires an effective and efficient strategy. The Kediri Regency Government innovates in apparatus development through education and training, namely Panjalu Jayati Corporate University (Panji CorpU). Purpose: This research aims to find out and analyze the effectiveness of the implementation of Panji CorpU in increasing the ASN Professionalism Index in Kediri Regency, find out and analyze whether Panji CorpU increases the competency of ASN in Kediri Regency, as well as find out and analyze the obstacles and efforts made by the Kediri Regency BKD in overcoming obstacles in implementation CorpU banner. Method: The research method used is qualitative research with descriptive methods and an inductive approach. The data collection techniques used are interviews, documentation, and observation as well as using data analysis techniques, namely data reduction, data presentation, and drawing conclusions. Result/ Findings: The results of this research state that the implementation of Panji CorpU has been effective in increasing the ASN Professionalism Index in Kediri Regency. The implementation of Panji CorpU has also increased the competency of ASN in Kediri Regency. Conclusion: In implementing Panji CorpU, there are challenges such as the limited number of Panji CorpU management personnel and the low motivation of some civil servants (ASN) to participate in Panji CorpU. Efforts to address these challenges in the implementation of Panji CorpU, such as maximizing the role of management personnel, implementing networking and partnership functions, and continuously promoting Panjalu Jayati Corporate University, have been quite effective and are considered effective strategies. ABSTRAK Permasalahan/ Latar Belakang: Pengembangan Sumber Daya Manusia Aparatur Sipil Negara diperlukan strategi yang efektif dan efisien. Pemerintah Kabupaten Kediri melakukan inovasi melalui pendidikan dan pelatihan yakni Panji CorpU (Panjalu Jayati Corporate University). Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis efektivitas pelaksanaan Panji CorpU dalam meningkatkan Indeks Profesionalitas ASN di Kabupaten Kediri, mengetahui dan menganalisis apakah Panji CorpU meningkatkan kompetensi ASN di Kabupaten Kediri, serta mengetahui dan menganalisis hambatan serta upaya yang dilakukan BKD Kabupaten Kediri dalam mengatasi hambatan dalam pelaksanaan Panji CorpU. Metode: Metode penelitian yang digunakan adalah penelitian kualitatif dengan metode deskriptif dan pendekatan induktif. Teknik pengumpulan data yang digunakan adalah wawancara, dokumentasi, dan observasi serta menggunakan teknik analisis data yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/ Temuan: Hasil penelitian ini menyatakan bahwa pelaksanaan Panji CorpU sudah efektif dalam meningkatkan Indeks Profesionalitas ASN di Kabupaten Kediri. Pelaksanaan Panji CorpU juga telah meningkatkan kompetensi ASN di Kabupaten Kediri. Kesimpulan: Dalam pelaksanaan Panji CorpU, terdapat kendala berupa keterbatasan jumlah SDM pengelola Panji CorpU dan rendahnya motivasi sebagian ASN dalam mengikuti Panji CorpU. Upaya dalam mengatasi kendala dalam pelaksanaan Panji CorpU seperti pemaksimalan fungsi SDM pengelola, penerapan fungsi networking dan partnership serta sosialisasi Panjalu Jayati Corporate University secara berkelanjutan sudah cukup baik dan merupakan cara yang efektif untuk dilakukan. Kata Kunci: Aparatur Sipil Negara, Efektivitas, Panjalu Jayati Corporate University (Panji CorpU).
