Abstract

ABSTRACT Problem/Background (GAP): Spirit of Bureaucratic Reform Where bureaucracy is required to be more streamlined and have rich functions, making restructuring so that bureaucracy becomes more efficient and effective. The emergence of Minister of State Apparatus Empowerment Regulation Bureaucratic Reform Number 1 of 2021 concerning Functional Positions has changed the bureaucracy, which includes cutting the authority of the Echelon IV Administrative Position which was then transferred to the Young Expert Functional Position. This fundamental change changed the service system directly, especially in population and civil registration services in Pagaralam City. Goals: This research aims to determine the implementation of equalization of administrative positions to functional positions in the Pagaralam City Population and Civil Registry Service. Methods: The research carried out by the authors used a descriptive qualitative method with interviews as primary data source and was triangulated with secondary data in the form of documents, notes and other supporting data that were successfully collected to obtain answers to the problem formulation prepared. Results/Findings: the main obstacle in paying functional official allowances that cannot be paid due to the lack of fiscal capacity of the employee expenditure budget Conclusion: Implementation of equalizing administrative positions to functional positions within the Pagaralam City Population and Civil Registry Service has implemented all regulations from the Central Government starting from the Position Map, Work System, and Personnel Appraisal System and Management System which have then been downgraded to Mayor's Regulations Keywords: Bureaucratic Reform, Equalization, Functional Positions ABSTRAK Permasalahan/Latar Belakang (GAP): Semangat Reformasi Birokrasi Dimana birokrasi dituntut untuk lebih ramping kaya fungsi menjadikan adanya restrukturisasi sehingga birokrasi menjadi lebih efisien dan efektif. Munculnya Peraturan Menteri Pemberdayaan Aparatur Negara Reformasi Birokrasi Nomor 1 Tahun 2021 tentang Jabatan Fungsional telah merubah birokrasi dimana didalamnya terdapat pemangkasan kewenangan Jabatan Administrasi Eselon IV yang kemudian dialihkan pada Jabatan Fungsional Ahli Muda. Perubahan yang mendasar ini merubah tata pelayanan secara langsung terutama pada pelayanan kependudukan dan catatan sipil di Kota Pagaralam. Tujuan: Penelitian ini bertujuan mengetahui implementasi penyetaraan jabatan administrasi ke jabatan fungsional di Dinas Kependudukan dan Catatan Sipil Kota Pagaralam. Metode: Penelitian yang dilaksanakan oleh penulis menggunakan metode kualitatif deskriptif dengan wawancara sebagai sumber data primer dan ditriangulasikan dengan data sekunder berupa dokumen, catata, dan data penukung lain yang berhasil dikumpulkan untuk memperoleh jawaban atas rumusan masalah yang disusun. Hasil/Temuan: kendala utama dalam pembayaran tunjangan pejabat fungsional yang tidak dapat dibayarkan karena belum mampunya fiskal anggaran belanja pegawai Kesimpulan: Implementasi penyetaraan jabatan administrasi ke jabatan fungsional dilingkungan Dinas Kependudukan dan Catatan Sipil Kota Pagaralam telah melaksanakan seluruh peraturan dari Pemerintah Pusat mulai dari Peta Jabatan, Sistem Kerja, dan Sistem Penilaian serta Sistem Manajemen Kepegawaian yang kemudian telah diturunkan menjadi Peraturan Walikota Kata Kunci: Reformasi Birokrasi, Penyetaraan, Jabatan Fungsional
