Abstract

With limited job opportunities, people are willing to look for work abroad so they can support their families back home. Indonesian workers face many heartbreaking incidents such as harassment, non-payment of wages, and violence that leads to criminal acts. The large number of cases and incidents experienced by PMI abroad shows the government's weak protection of its citizens, so that every year there are violations against PMI who work abroad. Purpose: The aim of this research is to create a strategy for the Manpower and Transmigration Service in monitoring and protecting migrant workers through the LTSA-P3MI program in Central Lombok Regency. Method: This research uses a qualitative descriptive method with an inductive approach where data is obtained through observation, interviews and documentation techniques to get an accurate picture of facts and data in the field. The sampling techniques used were purposive sampling and snowball sampling, while data validation used data triangulation and data analysis techniques, namely data reduction, data presentation and drawing conclusions. Results/Findings: The research results show that the Central Lombok Regency Manpower and Transmigration Service in Supervising and Protecting Indonesian Migrant Workers has a strategy resulting from SWOT analysis and Litmus Tests which produces the main strategic program, namely building strong connections and cooperation both in and abroad, however there are inhibiting factors both internally and externally, namely limited number of employees, limited budget, the size of Central Lombok Regency. The efforts made include taking firm action against companies operating illegally, increasing the intensity of providing outreach and counseling programs and strengthening cooperation and coordination between agencies. Conclusion: The Central Lombok Manpower and Transmigration Service has carried out its duties well in supervising and protecting Indonesian migrant workers (PMI), but it is still not optimal. This can be seen in aspects of environmental monitoring, strategy formulation, strategy implementation aspects, and evaluation and 2 control aspects with the presence of several obstacles such as internal and external obstacles.
