Abstract

ABSTRACT Problem/Background (GAP): although there was an increase in regional election participation from 2015 to 2020, the participation rate is still below the average for Central Java Province. Additionally, the significant number of first-time voters in Purworejo emphasizes the importance of effective political education. This district has started implementing Collaborative governance through Bakesbangpol, but it still needs improvement. Objective: The aim of this research is to determine and analyze Collaborative governance between government, academics, the private sector, society and the press in improving political education for novice voters in Purworejo Regency. Method: This research uses a qualitative method with a descriptive and deductive approach. Primary data sources were obtained through interviews, while secondary data were collected from related documents. Informants were selected using purposive sampling and snowball sampling techniques. Data collection techniques include semi-structured interviews and documentation. Data analysis was carried out through the stages of data collection, data reduction, data presentation, as well as drawing conclusions and verification. Results/Findings: Collaborative governance between the government and the community, media and academics has run smoothly but is not yet fully optimal, this is because private actors have not been actively involved in activities to increase understanding of political education for novice voters in Purworejo Regency. Conclusion: Actively involve private actors through a persuasive approach and identify the benefits obtained through active participation in political education. Keywords: Collaborative Governance, Political Education, New Voters, Participation ABSTRAK Permasalahan/Latar Belakang (GAP): meskipun ada peningkatan partisipasi Pilkada dari 2015 ke 2020, tingkat partisipasinya masih di bawah rata-rata Provinsi Jawa Tengah. Selain itu, jumlah pemilih pemula yang signifikan di Purworejo menekankan pentingnya pendidikan politik yang efektif. Kabupaten ini telah mulai menerapkan Collaborative governance melalui Bakesbangpol, tetapi masih memerlukan perbaikan. Tujuan: Tujuan dari penelitian ini adalah mengetahui dan menganalisis Collaborative governance antara pemerintah, akademisi, swasta, masyarakat, dan pers dalam meningkatkan pendidikan politik bagi pemilih pemula di Kabupaten Purworejo. Metode: Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif dan deduktif. Sumber data primer diperoleh melalui wawancara, sedangkan data sekunder dikumpulkan dari dokumen-dokumen terkait. Informan dipilih menggunakan teknik purposive sampling dan snowball sampling. Teknik pengumpulan data meliputi wawancara semi terstruktur dan dokumentasi. Analisis data dilakukan melalui tahapan pengumpulan data, reduksi data, penyajian data, serta penarikan kesimpulan dan verifikasi. Hasil/Temuan: Collaborative governance antara pemerintah dengan pihak komunitas, media, dan akademisi telah berjalan lancar namun belum optimal sepenuhnya, hal ini karena aktor swasta belum terlibat secara aktif dalam kegiatan peningkatan pemahaman pendidikan politik bagi pemilih pemula di Kabupaten Purworejo. Kesimpulan: Melibatkan aktor swasta secara aktif melalui pendekatan yang persuasif dan mengidentifikasi manfaat yang diperoleh melalui partisipasi aktif dalam pendidikan politik.
