Abstract
ABSTRACT Problem statement/Background (GAP): Study of public services carried out by the South Konawe Regency one-stop capital investment and services service (DPMPTSP) and in implementing OSS-RBA services in South Konawe Regency there are still several obstacles such as a lack of public awareness regarding its importance managing business permits for MSMEs in particular, uneven network access makes it difficult for small communities to access OSS-RBA, lack of public understanding regarding the use of the OSS-RBA system, lack of apparatus who have an understanding of technology and inadequate facilities and infrastructure that attract the attention of researchers to comprehensively examine the problem. Purpose: The purpose of this research is to obtain an actual picture of the obstacles and efforts that can be made by the South Konawe Regency Government, in this case the One Stop Integrated Services and Investment Service (DPMPTSP) to overcome this. Method: Through qualitative methods and descriptive analysis with an analysis knife, the concept of optimization according to Sinringoringo in Yuniar 2017 with the dimensions of optimization objectives, decision alternatives and limited resources, the author uses to analyze OSS-RBA service problems in South Konawe district. Result: The research results show that the MSME licensing service through OSS-RBA in DPMPTSP, South Konawe Regency, Southeast Sulawesi Province is quite good but not yet optimal, as up to now not all MSME actors in South Konawe Regency have processed business permits, there is a lack of employees who have background. background who understands technology and the need for training and guidance in carrying out services through OSS-RBA, down the OSS-RBA website application server. The obstacles to MSME licensing services through OSS-RBA at DPMPTSP South Konawe Regency are public awareness of the importance of the legality of business permits, lack of public understanding regarding the use of the OSS-RBA website application, ASN resources lacking work discipline, the need to increase employee innovation. Conclusion: MSME licensing services through OSS-RBA in South Konawe Regency DPMPTSP, Southeast Sulawesi Province are quite good but not optimal, as not all MSME actors in South Konawe Regency have taken care of business permits, in fact 2 out of 5 that researchers found do not have business permits, DPMPTSP Konawe Regency The South still lacks massive outreach about the importance of business permits, the problem is that the server is down, making it difficult to access. The efforts undertaken include conducting extensive outreach and proactive service for mass licensing, providing guidance and training related to licensing management through OSS-RB, enhancing service innovation in licensing, and improving the discipline of both ASN and non-ASN employees. Keywords: Public Services, MSMEs, One Stop Investment and Integrated Services, OSS-RBA ABSTRAK Permasalahan/Latar Belakang (GAP): Kajian mengenai pelayanan publik yang dilakukan oleh dinas penanaman modal dan pelayanan terpadu satu pintu (DPMPTSP) Kabupaten Konawe Selat an dalam pelaksanaan pelayanan OSS-RBA di kabupaten konawe selatan masih terdapat beberapa kendala seperti kurangnya kesadaran masyarakat terkait pentingnya mengurus perizinan usaha bagi UMKM khusunya, akses jaringan yang belum merata menyebabkan masyarakat kecil sulit mengakses OSS-RBA, kurangnya pemahaman masyarakat terkait penggunaan sistem OSS-RBA, kurangnya aparatur yang memiliki pemahaman terkait teknologi serta sarana dan prasarana yang masih kurang memadai menarik perhatian peneliti untuk mengkaji secara komprehensif permasalahan tersebut. Tujuan: Tujuan penelitian ini adalah untuk memperoleh gambaran aktual terhadap kendala serta Upaya yang dapat dilakukan oleh Pemerintah Kabupaten Konawe Selatan dalam hal ini Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) untuk mengatasi hal tersebut. Metode: Melalui metode kualitatif dan analisis deskriptif dengan pisau analsisis konsep optimalisasi menurut Sinringoringo dalam Yuniar tahun 2017 dengan dimensi tujuan optimalisasi, alternatif keputusan, dan sumber daya yang dibatasi penulis gunakan untuk menganalisis permasalahan pelayanan OSS-RBA di kabupaten konawe Selatan. Hasil/Temuan: Hasil penelitian menunjukan bahwa pelayanan perizinan UMKM melalui OSS-RBA di DPMPTSP Kabupaten Konawe Selatan Provinsi Sulawesi Tenggara sudah cukup baik namun belum optimal seperti hingga saat ini belum semua pelaku UMKM di Kabupaten Konawe Selatan mengurus izin usaha, kurangnya pegawai yang memiliki latar belakang yang memahami teknologi dan perlunya pelatihan dan bimbinan dalam melaksanakan pelayanan memalui OSS- RBA, down server Aplikasi website OSS-RBA. Adapun penghambat dari pelayanan perizinan UMKM melalui OSS-RBA di DPMPTSP Kabupaten Konawe Selatan yaitu kesadaran masyarakat akan pentingnya legalitas izin usaha, kurangnya pemahaman masyarakat terkait pengunaan aplikasi website OSS-RBA, sumber daya ASN yang kurang disiplin kerja, perlu meningkatkan inovasi pegawai. Kesimpulan: Pelayanan perizinan UMKM melalui OSS-RBA di DPMPTSP Kabupaten Konawe Selatan Provinsi Sulawesi Tenggara sudah cukup baik namun belum optimal seperti belum semua pelaku UMKM di Kabupaten Konawe Selatan mengurus izin usaha bahkan 2 dari 5 yang peneliti temukan tidak memiliki izin usaha, DPMPTSP Kabupaten Konawe Selatan masih kurang masif melakukan sosialisasi tentang pentingnya izin usaha, kendala down server sehingga sulit diakses. Upaya yang dilakukan yaitu melakukan sosialisasi dan pelayanan jemput bola pelayanan perizinan secara masif, melakukan bimbingan dan pelatihan terkait tata kelola pengurusan perizinan memalui OSS-RB, meningkatkan inovasi pelayanan perizinan dan peningkatan disiplin pegawai ASN dan NON ASN.
