Abstract

ABSTRACT IMPLEMENTATION OF STUNTING PREVENTION AND REDUCTION POLICY IN KOLAKA DISTRICT, SOUTHEAST SULAWESI PROVINCE This thesis is entitled "Policy Implementation of Stunting Prevention and Reduction Efforts in Kolaka District, Southeast Sulawesi Province". This study aims to know and analyze the Implementation of the Stunting Prevention and Reduction Policy in Kolaka District, Southeast Sulawesi Province, to know and analyze supporting and inhibiting factors and to know and analyze efforts to overcome inhibiting factors. The theory used as an analytical knife in writing this thesis is to use Purwanto's theory in his book on policy implementation which explains policy implementation in terms of 6 (six) elements, namely, Quality of policy itself, Adequacy of policy input, Accuracy of instrumens used to achieve policy objectives, Capacity of implementors, Characteristics, and support of target groups, Geographical, social, economic environmental conditions, and politics. The research method used is qualitative research with descriptive methods and inductive approaches, the data collection techniques used are interviews, conservation, and documentation. Based on the results of research in the field that the Implementation of the Stunting Prevention and Reduction Policy in Kolaka District, Southeast Sulawesi Province, has been going well, but in the process, it is still necessary to strengthen the role of the structure below and the commitment of all parties, supporting factors, namely the commitment of regional leaders, the availability of resources and inter-sectoral cooperation, collaboration with non-governmental organizations and community participation. Inhibiting factors are the role of the structure below which is considered still weak, geographical conditions for access that are difficult to reach, and lack of socialization to the community about the importance of nutrition. Efforts are widely coordinated policies, programs, and resources to reduce the prevalence of stunting and improve the overall well-being of children at the individual, family, and community levels: strengthening stunting activity programs at the village level and strengthening the involvement of stunting cadres. The Kolaka district government is expected to reduce stunting and pursue the central government's target by 2024 of 14%. Suggestions from researcher for the future to maintain and increase commitment that becomes an internal strength from the top level to the bottom level. Involving all elements in stunting handling activities such as traditional leaders, community leaders, and youth leaders to collaborate with the Kolaka Regency Government. Keywords: Policy Implementation, Government, Stunting ABSTRAK IMPLEMENTASI KEBIJAKAN UPAYA PENCEGAHAN DAN PENURUNAN STUNTING DI KABUPATEN KOLAKA PROVINSI SULAWESI TENGGARA Skripsi ini berjudul “Implementasi Kebijakan Upaya Pencegahan dan Penurunan Stunting di Kabupaten Kolaka Provinsi Sulawesi Tenggara”. Adapun penelitian ini bertujuan untuk mengetahui dan menganalisis Implementasi Kebijakan Upaya Pencegahan dan Penurunan Stunting di Kabupaten Kolaka Provinsi Sulawesi Tenggara, untuk mengetahui dan menganalisis faktor-faktor pendukung dan penghambat, untuk mengetahui dan menganalisis Upaya mengatasi faktor-faktor penghambat. Adapun teori yang dipakai sebagai pisau analisis dalam penulisan skripsi ini adalah menggunakan teori purwanto dalam bukunya implementasi kebijakan yang menjelaskan implementasi kebijakan dilihat dari 6 (enam) elemen yaitu, Kualitas kebijakan itu sendiri, Kecukupan input kebijakan, Ketepatan instrumen yang dipakai untuk mencapai tujuan kebijakan, Kapasitas implementor, Karakteristik dan dukungan kelompok sasaran, Kondisi lingkungan geografi, sosial, ekonomi, dan politik. Metode penelitian digunakan adalah penelitian kualitatif dengan metode deskriptif dan pendekatan induktif, Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Berdasarkan hasil penelitian di lapangan bahwa implementasi Kebijakan Upaya Pencegahan dan Penurunan Stunting di Kabupaten Kolaka Provinsi Sulawesi Tenggara telah berjalan dengan baik, namun dalam prosesnya masih perlu penguatan peran struktur di bawah dan komitmen semua pihak, faktor pendukung yaitu komitmen pimpinan daerah, ketersediaan sumber daya dan kerja sama lintas sektoral, kolaborasi dengan lembaga swadaya masyarakat dan partisipasi masyarakat. Faktor penghambat adalah peran struktur di bawahnya yang dinilai masih lemah, kondisi geografis untuk akses yang sulit dijangkau dan kurangnya sosialisasi kepada masyarakat tentang pentingnya gizi. Upaya kebijakan, program, dan sumber daya yang terkoordinasi secara luas untuk mengurangi prevalensi stunting dan meningkatkan kesejahteraan anak secara keseluruhan di tingkat individu, keluarga, dan masyarakat: memperkuat program kegiatan stunting ke tingkat desa, memperkuat keterlibatan kader stunting. Pemerintah Kabupaten Kolaka diharapkan dapat menurunkan stunting dan mengejar target pemerintah pusat pada tahun 2024 sebesar 14%. Saran dari peneliti untuk ke depan menjaga dan meningkatkan komitmen yang menjadi kekuatan internal dari tingkat atas ke tingkat bawah. Melibatkan seluruh elemen dalam kegiatan penanganan stunting seperti tokoh adat, tokoh masyarakat, tokoh pemuda hingga berkolaborasi dengan Pemerintah Kabupaten Kolaka.
