Abstract

ABSTRACT Problem/Background (GAP): Kupang Regency is one of the regencies that has the third highest rate of poverty in the province of East Nusa Tenggara, so empowerment programs are needed that can increase people's income in Kupang Regency, one of which is the Joint Business Group (KUBE) program. Purpose: this research is to describe the empowerment of poor communities through the Joint Business Group program, the obstacles that hinder empowerment and efforts to overcome these obstacles. Method: The research method used in writing this thesis is a qualitative descriptive method with an inductive approach. Data collection techniques were carried out using interviews, documentation and observation. Data analysis techniques using data reduction, data presentation and drawing conclusions. Results/Findings: The results of the research show that the empowerment of poor communities through the Joint Business Group (KUBE) program in Kupang Regency is running in accordance with the four dimensions of empowerment according to Najiyati, namely, first, equality, which answers the analysis of rights and obligations and justice in empowerment, second, participatory, which shows the results of community involvement with the government. in terms of planning to evaluation, the third self-sufficiency shows the results that people can make decisions about their lives in the future so that they can be independent. and finally sustainable which shows the results that empowerment through the KUBE program lasts for the long term and the management program is sustainable in accordance with the empowerment objectives. Conclusion: Although there are still several obstacles that occur in the process of empowering poor communities through the Joint Business Group (KUBE) program in Kupang Regency, East Nusa Tenggara Province, this empowernment program is running quite well. Keywords: joint business group, poor communities, empowerment ABSTRAK Permasalahan/Latar Belakang (GAP): Kabupaten Kupang merupakan salah satu kabupaten yang memiliki angka kemiskinan tertinggi ketiga di provinsi Nusa Tenggara Timur sehingga diperlukan program-program pemberdayaan yang mampu meningkatkan pendapatan masyarakat di Kabupaten Kupang salah satunya program Kelompok Usaha Bersama (KUBE). Tujuan: untuk mendeskripsikan pemberdayaan masyarakat miskin melalui program Kelompok Usaha Bersama, kendala yang menghambat pemberdayaan masyarakat dan upaya untuk mengatsi hambatan tersebut. Metode: Metode penelitian yang digunakan dalam penulisan skripsi ini adalah metode deskriptif kualitatif dengan pendekatan induktif. Teknik pengumpulan data dilakukan dengan wawancara, dokumentasi dan observasiert. Teknik analisis data dengan reduksi data, penyajian data dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukan bahwa pemberdayaan msyarakat miskin melalui program Kelompok Usaha Bersama (KUBE) di Kabupaten Kupang berjalan sesuai dengan empat dimensi pemberdayaan menurut Najiyati yaitu pertama kesetaraan yang menjawab analisis mengenai hak dan kewajiban serta keadilan dalam pemberdayaan, kedua partisipatif yang menunjukan hasil keterilbatan masyarakat dengan pemerintah dalam hal perencanaan sampai dengan evaluasi, ketiga keswadayaan menunjukan hasil bahwa masyarakat bisa mengambil keputusan untuk hidupnya kedepan agar bisa mandiri, dan terakhir berkelanjutan yang menunjukan hasil bahwa pemberdayaan melalui program KUBE berlangsung untuk jangka panjang dan pengelolaan program yang berkelanjutan sesuai dengan tujuan pemberdayaan. Kesimpulan: Meskipun masih ada beberapa hambatan yang terjadi dalam proses pemberdayaan masyarakat miskin melalui program Kelompok Usaha Bersama (KUBE) di Kabupaten Kupang Provinsi Nusa Tenggara Timur tetapi program pemberdayaan ini berjalan cukup baik.
