Abstract

ABSTRACT Proble Statement/Background (GAP): The background for this research is based on four points: first, there has been no research or literature review discussing the readiness of e-government in realizing smart governance in Ternate City. Second, there are public service and information websites that are inaccessible. Third, Ternate City's SPBE index is low compared to other areas in North Maluku Province. Fourth, there is no existing policy related to Smart City in Ternate City. Purpose: This study aims to determine the readiness of e-government in realizing smart governance in Ternate City. Method: The research method used is the Quasi-Qualitative Method. This method is used because the research results are based on theory from the beginning of the study or as an analytical tool in the field. Data collection techniques include interviews, observation, and documentation. The research employs purposive sampling for sample selection. Data analysis techniques involve data reduction, data presentation, and conclusion drawing. This study uses two theories as analytical tools: first, the theory of e-government readiness (Indrajit, 2007), and second, the theory of smart governance (Giffinger, 2007). Result: The research results show that the readiness of e-government in realizing smart governance in Ternate City is not yet fully achieved. This is due to several obstacles such as a lack of infrastructure, insufficient human resources with IT capabilities, and limited public understanding of information technology use. Conclusion: Based on the research conducted, e-government to achieve smart governance in the city of Ternate is still not running optimally. Therefore, the researcher provides several recommendations: first, promptly complete the supporting infrastructure for SPBE implementation such as a command center and telecommunications network. Second, conduct employee training to deepen knowledge and skills in information technology. Third, raise public awareness about using information technology to access government services. Keywords: Analysis, Readiness, E-Government, Smart Governance ABSTRAK Permasalahan/Latar Belakang (GAP): Latar belakang diperlukan penelitian ini yang pertama, belum ada riset atau kajian literatur yang membahas terkait kesiapan e-government dalam mewujudkan smart governance di Kota Ternate. Kedua, Adanya website pelayanan dan informasi publik yang tidak dapat diakses. Ketiga, Indeks SPBE Kota Ternate yang rendah seProvinsi Maluku Utara. Keempat, Belum adanya kebijakan terkait Smart City di Kota Ternate. Metode penelitian yang digunakan adalah Metode Quasi Qualitative. Tujuan: Penelitian ini memiliki tujuan untuk mengetahui bagaimana kesiapan e-government dalam mewujudkan smart governance di Kota Ternate. Metode: Alasan digunakannya metode ini karena hasil penelitian yang diperoleh menggunakan teori sebagai dasar pemikiran dari awal penelitian atau alat analisis di lapangan. Teknik pengumpulan data dilakukan dengan cara wawancara, observasi, dan dokumentasi. Penelitian ini menggunakan Purposive sampling dalam teknik pengambilan sampel. Teknik analisis data dilakukan dengan cara reduksi data, penyajian data, dan Penarikan kesimpulan. Penelitian ini menggunakan 2 teori sebagai alat analisis yaitu pertama, teori kesiapan e-government (Indrajit, 2007). Kedua, teori smart governance (Giffinger,2007). Hasil/Temuan: Hasil Penelitian menunjukkan bahwa kesiapan e-government dalam mewujudkan smart governance di Kota Ternate belum bisa terpenuhi secara maksimal. Hal tersebut dikarenakan beberapa hambatan seperti, kurangnya infrastruktur, kurangnya SDM yang memiliki kapabilitas dalam bidang IT, dan kurangnya pemahaman masyarakat tentang penggunaan teknologi informasi. Kesimpulan: Berdasarkan penelitian yang dilakukan, e-government untuk mewujudkan smart governance di Kota Ternate masih belum berjalan dengan optimal sehingga peneliti memberikan saran Pertama, segera melengkapi infrastruktur penunjang pelaksanaan SPBE seperti command center dan jaringan telekomunikasi. Kedua, Melakukan pelatihan pegawai untuk memperdalam pengetahuan dan skill tentang teknologi informasi. Ketiga, Melakukan sosialisasi kepada masyarakat tentang penggunaan Teknologi Informasi untuk mengakses layanan pemerintah. Kata Kunci: Analisis, Kesiapan, E-Government, Smart Governance
