Abstract
Problem Statement/Background (GAP): This research is worthwhile and need to be carried out because the first of the results of the literary study has not yet been a study that specifically deals with the locus and focus of this. Second, there was a rather drastic drop in the SPBE index in the district of Polewali Mandar in 2020-2021. Third, there is no Smart City policy in Polewali Mandar. Fourthly, some government website applications are inaccessible. Purpose: This study aims to analyze and describe the preparedness of e-government in the government of the Polewali Mandar district and how the implementation of Smart Governance in the district. Method: This research uses Quasi Qualitative method. Data collection techniques using interviews, observations and documentation techniques. This study uses two theories as an analysis tool namely, firstly, the theory of e-government readiness (Indrajit, 2005), and secondly, Smart Governance theory. (Giffinger, 2007). Result: The results of this research are The Mandar Polewali district government is judged ready to implement and develop e-government in accordance with the six dimensions that overall has gone well even though on telecommunications infrastructure is still not maximum. As far as Smart Governance in Polewali Mandar is concerned, it is not fully optimized, due to the lack of public participation, the incomplete infrastructure of the Kominfo-SP command center, and the policy or masterplan of Smart cities as a foundation in creating the unavailable Smart governance. Conclusion: Although there is no Smart City policy or masterplan, the Polewali Mandar district government has shown various efforts and continues to work towards creating Smart Governance. It is characterized by the presence of various applications or services of government information systems or e-government, public services that are provided either in-person, ball pickup, or online services, involving other stakeholders in any decision-making for the development of Polewali Mandar, and has regulations in developing e-government or electronic-based governance systems. Keywords: Readiness, Smart Governance and E-government ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini layak dan perlu dilakukan karena pertama dari hasil kajian literatur belum terdapat penelitian yang secara spesifik membahas lokus dan fokus ini. Kedua, terjadi penurunan indeks SPBE yang cukup drastis di kabupaten Polewali Mandar pada tahun 2020-2021. Ketiga, belum ada kebijakan Smart City di Polewali Mandar. Keempat, beberapa aplikasi website pemerintah yang tidak bisa diakses. Tujuan: Penelitian ini bertujuan untuk menganilisis dan mendeskripsikan terkait kesiapan e-government di pemerintah kabupaten Polewali Mandar dan bagaimana penerapan Smart Governance di kabupaten Polewali Mandar. Metode: Metode yang digunakan ialah Quasi Qualitative. Teknik pengumpulan data menggunakan teknik wawancara, observasi dan dokumentasi. Penelitian ini menggunakan dua teori sebagai alat analisis yaitu, pertama, teori kesiapan e-government (Indrajit, 2005), dan yang kedua, teori Smart Governance (Giffinger, 2007). Hasil/Temuan: Pemerintah kabupaten Polewali Mandar dinilai siap untuk menerapakan dan mengembangkan e-government sesuai dengan enam dimensi yang secara keseluhan telah berjalan dengan baik meskipun pada infrastruktur telekomunikasi masih belum maksimal. Adapun, Smart Governance di Polewali Mandar belum sepenuhnya optimal, karena kurangnya partisipasi masyarakat, infrastruktur command center dinas Kominfo-SP yang belum tersedia, dan kebijakan atau masterplan Smart City sebagai fondasi dalam menciptakan Smart Governance yang belum tersedia. Kesimpulan: Meskipun belum ada kebijakan atau masterplan Smart City, namun pemerintah kabupaten Polewali Mandar telah menunjukkan berbagai upaya dan terus berusaha dalam menciptakan Smart Governance. Hal ini ditandai dengan adanya berbagai aplikasi atau layanan sistem informasi pemerintahan atau e-government, layanan publik yang disediakan baik secara langsung, jemput bola, maupun layanan online, melibatkan stakeholder lain dalam setiap pengambilan keputusan untuk pembangunan Polewali Mandar, dan mempunyai regulasi dalam mengembangankan e-government atau sistem pemerintahan berbasis elektronik.
