Abstract

ABSTRACT Problem Statement : The problem of stunting in Kupang Regency is a nutritional problem that disrupts the quality of its population in terms of health. The prevalence rate of stunting is still high in East Nusa Tenggara and Kupang Regency itself still requires stunting treatment. Based on Presidential Regulation Number 72 of 2021 concerning the Stunting Reduction Program, it is a reference for the Kupang Regency Government in the effectiveness of the stunting management program towards a demographic bonus in Kupang Regency. Purpose : This research aims to find out the effectiveness of the stunting management program towards a demographic bonus carried out by the Kupang district government. This research uses Richard M. Steers' theory which supports the effectiveness of stunting management programs in three dimensions, namely Overall Effectiveness, Efficiency and Satisfaction. Method :The method used in this research is a qualitative method with a descriptive approach. Data collection techniques are interviews, observation and documentation. Result : Based on the results of research conducted, the Kupang Regency Government, in this case the Population Control Service, Family Planning, Women's Empowerment and Child Protection, has made efforts to deal with stunting effectively. The obstacles to this stunting management program are large operational areas and lack of assistance from families as well as low levels of education and poverty. Researchers recommend additional Family Assistance Team personnel to improve the stunting management program for the better. Conclusion : Policies and Programs to Accelerate Stunting Reduction are running effectively, because the stunting prevalence rate has decreased significantly from year to year where it has exceeded the set national target of 14% and now the stunting prevalence rate in Kupang Regency is 12.97%. Keywords: Effectiveness, Program, Stunting ABSTRAK Permasalahan : Permasalahan stunting di Kabupaten Kupang merupakan masalah gizi mengganggu kualitas penduduknya dalam aspek kesehatan. Angka prevalensi stunting yang masih tinggi di Nusa Tenggara Timur dan Kabupaten Kupang sendiri masih memerlukan penanganan stunting. Berdasarkan Peraturan Presiden Nomor 72 Tahun 2021 tentang Program Penurunan Stunting menjadi acuan bagi Pemerintah Kabupaten Kupang dalam efektivitas program penanganan stunting menuju bonus demografi di Kabupaten Kupang. Tujuan : Penelitian ini bertujuan untuk mengetahui bagaimana efektivitas program penanganan stunting menuju bonus demografi yang dilakukan oleh Pemerintah Kabupaten Kupang. Penelitian ini menggunakan teori Richard M. Steers yang mendukung efektivitas program penanganan stunting melalui tiga dimensi yaitu Efektivitas Keseluruhan, Efisiensi dan Kepuasan. Metode : Metode yang digunakan pada penelitian ini adalah metode kualitatif dengan pendekatan deskriptif. Teknik Pengumpulan data adalah dengan wawancara, observasi dan dokumentasi. Hasil : Berdasarkan hasil penelitian yang dilakukan, Pemerintah Kabupaten Kupang dalam hal ini Dinas Pengendalian Penduduk Keluarga Berencana Pemberdayaan Perempuan dan Perlindungan Anak telah melakukan upaya penanganan stunting dengan efektif. Adapun penghambat dalam program penanganan stunting ini yakni wilayah oprasional yang luas dan kurangnya pendampingan dari keluarga serta rendahnya tingkat pendidikan dan kemiskinan. Peneliti merekomendasikan adanya penambahan personil Tim Pendamping Keluarga untuk meningkatkan program penanganan stunting menjadi lebih baik. Kesimpulan : Kebijakan dan Program Percepatan penurunan stunting berjalan dengan efektif, sebab angka prevalensi stunting mengalami penurunan signifikan dari tahun ke tahun di mana telah melewati target Nasional yang ditetapkan yakni 14% dan sekarang angka prevalensi stunting di Kabupaten Kupang sebesar 12,97%.
