Abstract

Problems (GAP): The author focuses on the problem of refugees in Pekanbaru City. Purpose: The purpose of this research is to find out the role played by the Pekanbaru City National Unity and Political Agency in monitoring refugees in accordance with the duties stated in the Pekanbaru mayor's regulations. Method: This research method is qualitative, descriptive, data collection techniques using observation, interviews, documentation and Google Translate. Results/Findings: Shows that the role played by the Kesbangpol Agency is not optimal, the Pekanbaru City National Unity and Political Agency is carrying out monitoring of refugees in collaboration with the International Organization for Migration (IOM) and the immigration office represented by Rudenim Pekanbaru. The monitoring results of the National Unity and Political Agency become input and consideration for IOM in placing refugees in each shelter location. Conclusion: In carrying out this monitoring there are obstacles in the form of budget, amount of human resources and technology that is not yet supported. The suggestions put forward by the author from this research are; 1). Increasing monitoring of refugees, it is best to directly participate in providing facilities and infrastructure to refugees. 2). The Kesbangpol Agency must coordinate with the overseas refugee task force and ministries to increase budgets, train human resources and utilize existing technology. 3). Evaluate the development of employee training, and check the suitability of facilities and infrastructure to support the task of monitoring refugees.
