Abstract

ABSTRACT Problem Statement/Background (GAP): Brebes Regency has experienced a high level of poverty from 2018 to 2022, with a fluctuating number of poor population. Despite the existence of poverty alleviation policies through Regional Regulation Number 2 of 2018, the poverty rate remains unstable. Purpose: This research aims to describe and analyze the effectiveness of poverty alleviation policy implementation in Brebes Regency, as well as identify the factors influencing its effectiveness. Method: The method employed is qualitative, utilizing data collection techniques such as observation, interviews, and documentation. Result: The findings indicate that the Brebes Regency government has implemented policies effectively, including programs like PKH, PIP, and village fund assistance to tackle poverty. Conclusion: Overall, the government's poverty alleviation policies have not been effective in resolving the issue of poverty; instead, they have exacerbated the situation by adding to the number of new poor individuals due to misdirected distribution and the entrenched culture of poverty within society. Keywords: Effectiveness, Policy Implementation, Poverty Alleviation ABSTRAK Permasalahan (GAP): Kabupaten Brebes mengalami tingkat kemiskinan tinggi dari 2018 hingga 2022, dengan jumlah penduduk miskin yang fluktuatif. Meskipun telah ada kebijakan penanggulangan kemiskinan melalui Peraturan Daerah Nomor 2 Tahun 2018, tingkat kemiskinan tetap tidak stabil. Tujuan: Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis efektivitas implementasi kebijakan penanggulangan kemiskinan di Kabupaten Brebes, serta mengidentifikasi faktor-faktor yang mempengaruhi efektivitasnya. Metode: Metode penelitian yang digunakan adalah kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil/Temuan: Penelitian ini menunjukkan bahwa pemerintah Kabupaten Brebes telah menjalankan kebijakan dengan tepat, termasuk melalui program-program seperti PKH, PIP, dan bantuan dana desa untuk menanggulangi kemiskinan. Kesimpulan: Menilai efektivitasnya secara keseluruhan, kebijakan pemerintah dalam penanggulangan kemiskinan belum efektif untuk menyelesaikan masalah kemiskinan justru sebaliknya menambah masyarakat miskin baru dikarenakan penyaluran yang tidak tepat sasaran dan budaya miskin yang sudah tertanam di masyarakat.
