Abstract
Background: The rapid development of the times is increasingly encouraging technological progress which is encouraging the Magetan Regency Government to advance digital-based public services by implementing SPBE. However, the risk of cybercrime that arises is also increasing. One of them is the web defacement on the Magetan Regency website which is located at magetan.go.id. In this case, the Communication and Informatics Service is the implementing element in Communication, Informatics, Coding and Statistics Affairs, one of which is information security. Objective: This research aims to find out and describe the role of the Communication and Informatics Service, especially in coding governance in the context of improving the information security system in Magetan Regency and its implementation as a form of public service in Magetan Regency along with the inhibiting factors and efforts made to overcome these obstacles. Method: This research uses a qualitative research method with a descriptive approach based on a qualitative method with a descriptive approach which has the character of research which describes the formulation, implementation, results and outcome of a problem to be researched with the development of interpretation and freedom of expression from the researcher himself. Research Findings: The results of the research show that coding governance at the Magetan Regency Communication and Information Service has been running quite well based on the three theoretical dimensions used, namely the role as norms and regulations, as organizational actions, and as individual or institutional behavior is quite good. carried out supported by evaluation based on the KAMI Index. Conclusion: It can be said that the Magetan Regency Communication and Information Service has made various efforts to overcome obstacles in coding governance. Both internal and external with additional elements of innovation and creativity. However, overall adequate facilities and infrastructure are still the main obstacle to its implementation.
