Abstract

ABSTRACT Problem Statment/Background (GAP): Batu City is a tourist city where the number of tourist visits has increased year by year, contributing to local revenue. One source of local revenue is parking fees on public streets. However, from 2018 to 2023, parking fees on public streets in Batu City have never met the target. Purpose: This study aims to identify and describe the reasons for the failure to meet the target revenue from parking fees on public streets in Batu City, as well as the efforts to optimize these parking fees undertaken by the Batu City Department of Transportation. Methods: A descriptive qualitative method is used in this approach, indicating that the author does not collect numerical data or specific figures but rather information derived from interviews, documentation, author's notes, and field notes. Using a descriptive methodology, the qualitative approach also connects the relevance of theory with the actual results found in the field. Results: The study concludes that the optimization of parking fee revenue on public streets to increase local revenue in Batu City, East Java Province, carried out by the Batu City Department of Transportation, has been optimal overall, although it still has not met the annual revenue targets. Conclusion:Research at the Batu City Department of Transportation concludes that the optimization of parking fees on public streets in Batu City has been overall optimal with 6 out of 9 indicators meeting the target in 2023, despite obstacles such as an excess number of parking attendants, suboptimal exploration of potential parking spots, use of conventional systems, and rule violations. Meanwhile, improvement efforts include routine supervision, installation of signs, inspections, socialization, provision of facilities, street line painting, complaint services, use of the SIMePKWB application, surveys, plans for multi-story parking buildings, and the support of specific legal products.. Keywords: Optimiazation, Parking Retribution, Parking on public roads, regional original income ABSTRAK Permasalahan/Latar Belakang (GAP): Kota batu merupakan kota wisata yang angka kunjungan wisatawan dari tahun ke tahun selalu mengalami kenaikan hal tersebut memberikan kontribusi terhadap pendapatan asli daerah. Salah satu sumber pendapatan asli daerah adalah retribusi parkir di tepi jalan umum. Tercatat dari tahun 2018 – 2023 retribusi parkir di tepi jalan umum di kota batu tidak pernah mencapai target. Tujuan: Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan penyebab ketidaktercapaiannya target penerimaan retribusi parkir di tepi jalan umum Kota Batu serta upaya optimalisasi retribusi parkir di tepi jalan umum Kota Batu yang dilakukan oleh dinas perhubungan Kota Batu. Metode: Metode kualitatif deskriptif digunakan dalam pendekatan yang diambil dari penulisan. Hal ini menunjukkan bahwa hasil penulis tidak mengumpulkan data numerik atau dengan angka khusus dari data yang tersajikan sebaliknya, informasi yang berasal dari wawancara, dokumentasi, catatan penulis, dan catatan lapangan. Dengan menggunakan metodologi deskriptif, pendekatan kualitatif juga digunakan dalam penulisan untuk menghubungkan kesesuaian antara teori yang relevan dengan kenyataan hasil di lapangan. Hasil/Temuan: Hasil penelitian dapat menyimpulkan bahwa optimalisasi penerimaan retribusi parkir di tepi jalan umum dalam meningkatkan pendapatan asli daerah di Kota Batu Provinsi Jawa Timur yang dilaksanakan oleh Dinas Perhubungan Kota Batu Provinsi Jawa Timur telah berjalan dengan optimal walaupun masih belum mencapai target penerimaan setiap tahunnya. Kesimpulan: Penelitian di Dinas Perhubungan Kota Batu menyimpulkan bahwa optimalisasi retribusi parkir di tepi jalan umum Kota Batu telah optimal dengan 6 dari 9 indikator mencapai target pada 2023, meskipun ada hambatan seperti kelebihan juru parkir, belum optimalnya eksplorasi titik potensial, penggunaan sistem konvensional, dan pelanggaran aturan, sementara upaya perbaikan mencakup pengawasan rutin, pemasangan rambu, razia, sosialisasi, pembagian sarana, pengecatan garis jalan, layanan pengaduan, penggunaan aplikasi SIMePKWB, survei, rencana pembangunan gedung parkir, serta dukungan produk hukum khusus.
