Abstract

ABSTRACT Problem Statement/Background (GAP): The lack of accurate and up-to-date population data in the city of Banda Aceh has significant implications for government decision-making and society. This research is conducted to address the effectiveness of online birth certificate services through the innovation of SiHati Online at the Civil Registry Office (Disdukcapil) of Banda Aceh, as well as to identify the challenges in providing online birth certificate services through the SiHati Online innovation at the Civil Registry Office of Banda Aceh, and to examine the efforts made by the government of Banda Aceh in handling the issues of online birth certificate services through the SiHati Online innovation at the Civil Registry Office of Banda Aceh. Purpose: This study aims to obtain a deep understanding of the effectiveness of online birth certificate services using the SiHati Online innovation at the Civil Registry Office of Banda Aceh and to analyze the challenges in the process of providing online birth certificate services using the SiHati Online innovation at the Civil Registry Office of Banda Aceh. Method: The data collection method used in a qualitative approach includes interviews, documentation, and observation. Results/Findings: The SiHati Online program is evaluated by the author as not yet effective in implementing population document issuance services, especially birth certificates. Conclusion: The ineffectiveness of the SiHati Online program is caused by several factors, including lack of socialization to the public, limitations in infrastructure and internet access, and a community unprepared to accept cultural and habitual changes. The efforts made by the Civil Registry Office of Banda Aceh in response to this include conducting socialization and education, improving technology infrastructure, enhancing service quality, and collaborating with external parties. Keywords: SiHati Online, Effectiveness, Birth Certificate, Civil Registry Office 1 2 ABSTRAK Permasalahan/Latar Belakang (GAP): Kurangnya data kependudukan yang akurat dan terkini di kota Banda Aceh memiliki implikasi yang signifikan bagi pengambilan keputusan pemerintah dan masyarakat, Penelitian ini dilaksanakan untuk menjawab bagaimana efektivitas pelayanan akta kelahiran online melalui inovasi SiHati Online pada Disdukcapil Kota Banda Aceh, serta untuk mengetahui kendala dalam pelayanan akta kelahiran secara online melalui inovasi SiHati Online pada Dinas Kependudukan dan Pencatatan Sipil Disdukcapil Kota Banda Aceh, dan melihat apa saja upaya yang dilakukan pemerintah Kota Banda Aceh dalam menangani masalah pelayanan akta kelahiran secara Online melalui inovasi SiHati Online pada Dinas dan Pencatatan Sipil Kota Banda Aceh. Tujuan: penelitian ini bertujuanuntuk memperoleh pemahaman yang mendalam mengenai efektivitas pelayanan akta kelahiran Online menggunakan inovasi SiHati Online pada Disdukcapil Kota Banda Aceh dan menganalisis kendala dalam proses pelayanan akta kelahiran secara Online menggunakan inovasi SiHati Online pada Dinas Kependudukan dan Pencatatan Sipil Kota Banda Aceh. Metode: Metode pengumpulan data yang digunakan dalam pendekatan kualitatif meliputi wawancara, dokumentasi, dan observasi. Hasil/Temuan: program SiHati Online penulis nilai belum efektif dalam pelaksanaan pelayanan penerbitan dokumen kependudukan khususnya akta kelahiran Kesimpulan: kurang efektifnya program SiHati Online disebabkan oleh beberapa hal diantaranya adalah kurangnya sosialisasi terhadap masyarakat, keterbatasan Infrastruktur dan akses internet, masyarakat yang tidak siap menerima perubahan budaya dan kebiasaan. Upaya yang dilakukan Disdukcapil Kota Banda Aceh dalam menanggapi hal ini adalah dengan melakukan Sosialisasi dan Edukasi, Peningkatan Infrastruktur Teknologi, Peningkatan Kualitas Layanan, dan Kolaborasi dengan Pihak Eksternal.
