Abstract

ABSTRACT Problem/Background (GAP): KTP-el is an official identity that a person needs as proof of self, issued by the Regency/City Dukcapil Service and is valid throughout the territory of the Republic of Indonesia. The e-KTP contains information regarding personal data such as photo, signature, name, address and population identification number (NIK). Purpose: The aim of this research is to determine the effectiveness of the pick-up and drop-off program in issuing e-KTPs at the Population and Civil Registration Service of Yapen Islands Regency. Method: With qualitative research methods, triangulation techniques are used in data collection, so regarding the validity of the data, cross-checking will be carried out using the same source but with different methods. Results/Findings: The results of this research indicate that the effectiveness of the pick-up and drop-off service carried out by the Population and Civil Registration Service of Yapen Islands Regency has been running quite well but needs to be improved further so it can be concluded that it is not yet fully effective. Conclusion: The conclusion from this research is that there is still low public awareness of the importance of e�KTP and the lack of available facilities and infrastructure, so that people also have difficulty accessing the network because it is not evenly distributed. ABSTRAK Permasalahan/Latar Belakang (GAP): KTP-el merupakan identitas resmi yang dibutuhkan seseorang sebagai bukti diri yang diterbitkan oleh Dinas Dukcapil Kabupaten/Kota dan berlaku di seluruh wilayah NKRI. KTP-el berisikan informasi mengenai data diri seperti foto, tanda tangan, nama, alamat dan nomor induk kependudukan (NIK). Tujuan: Tujuan penelitian ini untuk mengetahui efektivitas program jemput bola dalam penerbitan KTP-el di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kepulauan Yapen. Metode: Dengan metode penelitian kualitatif, digunakan triangulasi teknik dalam pengumpulan data, maka terkait keabsahan data akan dilakukan cara ricek cross cek dengan sumber yang sama namun metode yang berbeda. Hasil/Temuan: Hasil penelitian ini menunjukkan bahwa efektivitas pelayanan jemput bola yang dilakukan Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kepulauan Yapen sudah berjalan cukup baik namun perlu ditingkatkan lagi sehingga dapat disimpulkan belum efektif sepenuhnya. Kesimpulan: Kesimpulan dari penelitian ini masih rendahnya kesadaran masyarakat akan pentingnya KTP-el serta kurangnya sarana dan prasarana yang tersedia, sehingga masyarakat juga susah dalam mengakses jaringan karena belum merata.
