Abstract

ABSTRACT Background (GAP): The One-Stop Integrated Investment Office of Denpasar City carries out the ratification of licensing correspondence using electronic signatures implementation of SPBE with Presidential Decree No. 95 of 2018 through the “SiCantik” Cloud Licensing Service. In its implementation, it was found that there was a shortage in the number of issuing permits which had decreased in the last three years (2021-2023). Objective: This study is intended to determine the factors that influence these problems and “SiCantik” cloud's licensing service strategy based on digital signatures at Investment Office of One-Stop Integrated Services of Denpasar City. Method: The research method uses descriptive qualitative methods. This research method involves the status of a set of people, objects, and phenomena. In addition, the author conducts interviews with Narasumberts and processes the information obtained in the form of a SWOT analysis matrix to obtain the right strategy pattern. Results/Findings: Based on the results of the analysis, it was found that there are internal factors in the form of strength and. External factors found opportunities and threat. Conclusion: So it was concluded that the strategy in the form of the Strenght Opportunities (SO) strategy, Weakness Opportunities (WO) strategy, Strenght Threats (ST) strategy, and Weakness Threats (WT) strategy were used to improve the quality licensing services at the One-Stop Integrated Services Investment Office in Denpasar City. Keywords: “SiCantik” Cloud, Digital Signature, SWOT Analysis ABSTRAK Latar Belakang (GAP): Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Denpasar menjalankan pengesahan surat menyurat perizinan menggunakan tanda tangan digital dalam pengimplementasian Perpres No. 95 Tahun 2018 tentang penyelenggaraan SPBE melalui Layanan Perizinan ”SiCantik” Cloud. Namun, dalam pelaksanaannya ditemukan penurunan dalam jumlah izin terbit yang mengalami penurunan dalam tiga tahun terakhir (2021-2023). Tujuan: Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi terjadinya permasalahan menurunnya jumlah izin terbit yang terjadi dalam tiga tahun terakhir dan menghasilkan strategi layanan perizinan “SiCantik” Cloud yang berbasis tanda tangan digital di DPMPTSP Kota Denpasar. Metode: Metode penelitian menggunakan metode kualitatif deskriptif. Metode penelitian ini melibatkan status sekumpulan manusia, objek, dan fenomena. Selain itu, peneliti melakukan wawancara kepada Narasumber dan mengolah informasi yang diperoleh menggunakan Teknik Analisis SWOT dalam bentuk matriks analisis SWOT untuk mendapatkan pola strategi yang tepat. Hasil/Temuan: Berdasarkan hasil analisis diperoleh hasil bahwa terdapat faktor internal berupa kekuatan (strength) dan kelemahan (weakness). Faktor eksternal ditemukan peluang (Opportunities) dan ancaman (threats). Kesimpulan: Maka disimpulkan strategi berupa strategi Strenght Opportunities (SO), strategi Weakness Opportunities (WO), strategi Strenght Threats (ST), dan strategi Weakness Threats (WT) yang digunakan untuk meningkatkan kualitas pelayanan perizinan di DPMPTSP di Kota Denpasar.
