Abstract

ABSTRACT Problem/Background (GAP): The author focuses on the problem of the village's inability to analyze and utilize the potential that exists in the village, which causes the development of BUMDes. Community Participation in the Development of Village-Owned Enterprises (BUMDes) is the topic of this research. Purpose: The purpose of this research is to collect data, analyze and produce findings that can provide a general picture of community participation in the development of Village-Owned Enterprises (BUMDes) to realize community welfare in Ende Regency, East Nusa Tenggara Province, identify obstacles and efforts -efforts made to overcome these obstacles. Method: This research uses qualitative research methods which include descriptive techniques and analysis of community empowerment according to Adi Fahrudin's (2014) theory, namely Thought/Idea Participation, Skills and Proficiency Participation, and Social Participation. Data collection techniques used three data collection methods, namely in-depth interviews with 22 respondents, observation and documentation. The collected data is then analyzed starting from data reduction, followed by data presentation and drawing conclusions. Results/Findings: According to the findings obtained by the author in this research, the Ende Regency Regional Government through the Community and Village Empowerment Service has made efforts to increase community participation in the development of BUMDes. However, there are still obstacles in implementing this program. Conclusion: Community participation in developing BUMDes to realize community welfare in Ende Regency has so far not run optimally. In order to improve this, it is recommended that each village be able to utilize the potential that exists in the village to form BUMDes business units according to their respective characteristics. Socialization regarding BUMDes to village communities needs to be increased and every village needs to pay attention to the regeneration system in BUMDes management. Carrying out regular training for Subdistrict Technical Assistants, Village Field Assistants and Experts. Increasing collaboration with third parties and implementing programs aimed at improving the quality of human resources and awareness of millennials in developing villages. Society must open itself to very rapid world changes and be creative but not eliminate existing cultural values. Keywords: Community Participation, BUMDes, Community Welfare ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan ketidakmampuan desa dalam menganalisa dan memanfaatkan potensi yang ada di desa sehingga menyebabkan tidak berkembangnya BUMDes. Partisipasi Masyarakat dalam Pengembangan Badan Usaha Milik Desa (BUMDes) merupakan topik dari penelitian ini. Tujuan: Tujuan dari penelitian ini adalah untuk mengumpulkan data, menganalisis, dan menghasilkan temuan yang dapat memberikan gambaran umum mengenai partisipasi masyarakat dalam pengembangan Badan Usaha Milik Desa (BUMDes) untuk mewujudkan kesejahteraan masyarakat di Kabupaten Ende Provinsi Nusa Tenggara Timur, mengidentifikasi penghambat, serta upaya-upaya yang dilakukan untuk melewati hambatan tersebut. Metode: Penelitian ini menggunakan metode penelitian kualitatif yang mencakup teknik deskriptif dan analisis terhadap pemberdayaan masyarakat menurut teori Adi Fahrudin (2014) yaitu Partisipasi Pikiran/Ide, Partisipasi Keterampilan dan Kemahiran, dan Partisipasi Sosial. Teknik pengumpulan data menggunakan Tiga metode pengumpulan data digunakan yaitu wawancara mendalam terhadap 22 responden, observasi, dan dokumentasi. Data yang terkumpul kemudian dianalisis mulai dari reduksi data, diikuti dengan penyajian data dan penarikan kesimpulan. Hasil/Temuan: Menurut temuan yang diperoleh penulis dalam penelitian ini yakni Pemerintah Daerah Kabupaten Ende melalui Dinas Pemberdayaan Masyarakat dan Desa telah berupaya untuk meningkatkan partsipasi masyarakat dalam pengembangan BUMDes. Meskipun demikian, masih ada hambatan dalam implementasi program ini. Kesimpulan: Partsipasi masyarakat dalam pengembangan BUMDes untuk mewujudkan kesejahteraan masyarakat di Kabupaten Ende sejauh ini belum berjalan secara optimal. Guna meningkatkan hal tersebut disarankan untuk setiap desa agar mampu memanfaatkan potensi yang ada di desa untuk membentuk unit-unit usaha BUMDes sesuai ciri khas masing-masing. Sosialisasi terkait BUMDes kepada msyarakat desa perlu ditingkatkan serta setiap desa perlu memperhatikan system regenerasi dalam kepengurusan BUMDes. Melakukan pelatihan rutin kepada Tenaga Pendamping Teknis Kecamatan, Pendamping Lapangan Desa dan Tenaga Ahli.Peningkatan kerjasama dengan pihak ketiga serta melaksanakan program yang bertujuan untuk meningkatkan kualitas SDM serta kesadaran kaum milenial dalam membangun desa. Masyarakat harus membuka diri terhadap perubahan dunia yang sangat cepat dan berkreasi namun tidak menghilangkan nilai budaya yang ada.
