Abstract
ABSTRACT Problem/Background (GAP): The author focuses on the problem of low community income and empowerment efforts by BUMDes in overcoming the lack of community awareness regarding the utilization of cultural tourism potential in Kemiren Village. Purpose: The aim of this research is to describe community empowerment through creative economy-based BUMDes and to determine the inhibiting factors as well as efforts to overcome the inhibiting factors. Method: This research uses a descriptive qualitative method with an inductive approach. Informants were determined using purposive sampling technique. Data collection was carried out by interviews, observation and documentation. Data analysis techniques use data reduction, data presentation and drawing conclusions. As an analytical tool, researchers use the concept of community empowerment strategy according to Ismawan (1996). Results: From this research, it is known that community empowerment through BUMDes has gone quite well, seen from the human resource development program, group institutional development, community capital development, productive business development, and the provision of appropriate information. However, there are still obstacles such as lack of community participation, low economic conditions in the community, and a lack of human resources managing BUMDes. Conclusion: Community empowerment through creative economy-based BUMDes in Kemiren Village has gone well because the empowerment program by BUMDes has been implemented well. In order to improve the expected results, it is recommended that the program carried out focus on the cultural tourism potential of Kemiren Village. Keywords: Community empowerment; Village Owned Enterprises (BUMDes); Creative Economy ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan rendahnya pendapatan masyarakat dan upaya pemberdayaan oleh BUMDes dalam mengatasi kurangnya kepedulian masyarakat terhadap pemanfaatan potensi wisata budaya di Desa Kemiren. Tujuan: Tujuan dari penelitian ini adalah untuk mendeskripsikan pemberdayaan masyarakat melalui BUMDes berbasis ekonomi kreatif dan untuk mengetahui faktor penghambatnya serta upaya untuk mengatasi faktor penghambatnya. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif. Informan ditentukan dengan teknik purposive sampling. Pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan reduksi data, penyajian data dan penarikan kesimpulan. Sebagai alat analisis peneliti menggunakan konsep strategi pemberdayaan masyarakat menurut Ismawan (1996). Hasil/Temuan: Dari penelitian ini diketahui pemberdayaan masyarakat melalui BUMDes sudah berjalan cukup baik dilihat dari program pengembangan sumber daya manusia, pengembangan kelembagaan kelompok, pemupukan modal masyarakat, pengembangan usaha produktif, dan penyediaan informasi tepat guna. Akan tetapi masih terdapat hambatan seperti, kurangnya turut serta masyarakat, kondisi ekonomi masyarakat yang rendah, dan kurangnya sumber daya manusia pengelola BUMDes. Kesimpulan: Pemberdayaan masyarakat melalui BUMDes berbasis ekonomi kreatif di Desa Kemiren sudah berjalan dengan baik karena program pemberdayaan oleh BUMDes telah dilaksanakan dengan baik. Guna meningkatkan hasil yang diharapkan disarankan agar program yang dilakukan berfokus pada potensi wisata budaya yang dimiliki Desa Kemiren.
