Abstract

ABSTRACT Problem/Background (GAP): There are still many street vendors who sell in places that are not supposed to be. Street vendors who sell in inappropriate places will cause problems, namely cleanliness, congestion and the beauty of the city. Especially for the street vendors who are in the area, the pilgrimage of Guru Sekumpul is considered to interfere with traffic so that there is congestion, cleanliness and beauty of the area, and will also interfere with the kekhusuan pilgrims who come. Purpose: The purpose of this study is to find out, analyze and describe the Curbing of Street Vendors by Satpol PP in the Guru Sekumpul Pilgrimage Tomb Area, Banjar Regency, South Kalimantan Province.. Methods: The concept used in this research is (Eviany & Sutiyo 2023). This research also uses descriptive methods with an inductive approach and data collection techniques by means of interviews, observation and documentation. Results: The Control of Street Vendors carried out by Satpol PP has not been optimal due to street vendors who sell in places that are not in accordance with existing regulations, lack of land or places provided for these traders. There are also other factors that make the Control of Street Vendors not optimal, namely Regional Regulation No. 13 of 2001 concerning the Regulation and Guidance of Street Vendors is no longer relevant to the current situation. Conclusion: Controlling Street Vendors by the Civil Service Police Unit in the Guru Sekumpul Pilgrimage Cemetery area is a Regional Government step to create order at religious tourist attractions, but there are still obstacles, namely traders who sell in places that do not comply with regulations, such as sidewalks and road shoulders. Keywords: Enforcement, Street Vendors, Satpol PP ABSTRAK Permasalahan/Latar Belakang(GAP): Masih banyaknya Pedagang Kaki Lima yang berjualan di tempat yang bukan seharusnya. Pedagang Kaki Lima yang berjualan ditempat yang tidak sesuai akan menimbulkan masalah yaitu kebersihan, kemacetan dan keindahan kota. Khususnya bagi para pedagang kaki lima yang berada dikawasan maka ziarah guru sekumpul dianggap menggangu lalu lintas sehingga terjadi kemacetan, kebersihan dan keindahan kawasan tersebut, serta juaga akan mengganggu kekhusuan jamaah yang datang. Tujuan: Tujuan penelitian ini untuk mengetahui, menganalisis dan mendeskripsikan Penertiban PKL oleh Satpol PP di Kawasan Makam Ziarah Guru Sekumpul Kabupaten Banjar Provinsi Kalimantan Selatan. Metode: Konsep yang digunakan dalam penelitian ini adalah (Eviany & Sutiyo 2023). Penelitian ini juga menggunakan metode deskriptif dengan pendekatan secara 2 induktif dan teknik pengumpulan data dengan cara wawancara, observasi dan dokumentasi. Hasil: Penertiban Pedagang Kaki Lima yang dilakukan oleh Satpol PP belum optimal dikarenakan para Pedagang Kaki Lima yang berjualan di tempat yang tidak sesuai dengan peraturan yang ada, kurangnya lahan atau tempat yang disediakan bagi para pedagang tersebut. Adapun juga faktor lainnya yang menjadikan Penertiban Pedagang Kaki Lima belum optimal yaitu Perda No 13 Tahun 2001 tentang Pengaturan Dan Pembinaan Pedagang Kaki Lima sudah tidak relevan dengan keadaan yang sekarang. Kesimpulan: Penertiban Pedagang Kaki Lima oleh Satuan Polisi Pamong Praja dikawasan Makam Ziarah Guru Sekumpul adalah langkah Pemerintah Daerah untuk menciptakan ketertiban di objek wisata religius namun masih terdapat kendala yaitu para pedagang yang berjualan di tempat tidak sesuai dengan peraturan, seperti trotoar dan bahu jalan.
