Abstract

ABSTRACT Problem (GAP): This research is motivated by the large population in Indonesia; The KB Village Program is a government innovation in controlling population and human development from the village; KB Village Nagari Koto Rawang is one of these programs; it was found that the achievements of each program have not been effective; has not achieved its goals in creating a quality family. Purpose: This study aims to determine the effectiveness of the Nagari Koto Rawang Quality Family Village Program in creating quality families in South Pesisir Regency, West Sumatra Province. Method: This research uses a descriptive qualitative method with a deductive approach. Data collection techniques using observation, interviews and documentation techniques. The theory used is the theory of effectiveness by Sutrisno with five dimensions, namely understanding the program, on target, on time, achieving goals, and real change. Results/Findings: The KB Village Program of Nagari Koto Rawang has not been effective because the achievements of each program have not shown results in accordance with the initial plan, so that it has not achieved its goal of creating a quality family. Based on the results of the research, it shows: 1) Understanding the program has not been achieved due to the low understanding of the community; 2) Appropriate Suggestions have been achieved can be seen from the implementation of programs based on community needs; 3) On time has not been achieved due to the fact that there are still many activities outside the predetermined plan; 4) Achievement of Goals has not been achieved because there are still many programs that have not had an impact on the quality of society; 5) Real Change has not been achieved because the application of the program in the community is still minimal. Some of the obstacles found are that the working group has not run well, the community's willingness to implement the program is still low, and the lack of community participation, facilities and infrastructure are still lacking. Conclusion: The KB Village Program of Nagari Koto Rawang has not been effective. However, there are efforts to overcome this problem, namely optimizing the performance of the working group, conducting more intensive socialization, conducting more careful planning, making more optimal use of facilities and infrastructure. Keywords: Effectiveness, Family Planning Village, Family Quality ABSTRAK Permasalahan (GAP): Penelitian ini dilatar belakangi oleh besarnya jumlah penduduk di Indonesia; Program Kampung KB merupakan inovasi pemerintah dalam mengendalikan jumlah penduduk serta pembangunan manusia dari desa; Kampung KB Nagari Koto Rawang adalah salah satu program tersebut; ditemukan capaian setiap program belum efektif; belum mencapai tujuannya dalam menciptakan keluarga berkualitas. Tujuan: Penelitian ini bertujuan untuk mengetahui Efektivitas Program Kampung Keluarga Berkualitas Nagari Koto Rawang guna menciptakan keluarga berkualitas di Kabupaten Pesisir Selatan, Provinsi Sumatera Barat. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan deduktif. Teknik pengumpulan data menggunakan Teknik observasi, wawancara dan dokumentasi. Adapun Teori yang digunakan yakni teori efektivitas oleh Sutrisno dengan lima dimensi yakni pemahaman program, tepat sasaran, tepat waktu, tercapainya tujuan, dan perubahan nyata. Hasil/Temuan: Program Kampung KB Nagari Koto Rawang belum efektif karena capaian setiap program belum menunjukan hasil yang sesuai dengan rencana awal, sehingga belum mencapai tujuannya guna menciptakan keluarga berkualitas. Berdasarkan hasil penlitian menunjukan: 1) Pemahaman Program belum tercapai disebabkan masih rendahnya pemahaman masyarakat; 2) Tepat Saran telah tercapai dapat dilihat dari pelaksanaan program berdasarkan kebutuhan masyarakat; 3) Tepat Waktu belum tercapai disebabkan masih banayaknya kegiatan diluar rencana yang telah di tetapkan; 4) Tercapainya Tujuan belum tercapai di sebakan masih banyaknya program yang dijalankan belum berdampak pada kualitas masyarakat; 5) Perubahan Nyata belum tercapai disebabkan oleh penerapan program ditengah masyarakat masih minim. Beberapa kendala yang ditemukan yakni pokja belum berjalan dengan baik, kemauan masyarakat dalam menerapkan program masih rendah, dan kurangnya partisipasi masyarakat, sarana dan prasarana yang masih kurang. Kesimpulan: Program Kampung KB Nagari Koto Rawang belum efektif. Beberapa kendala yang ditemukan yakni pokja belum berjalan dengan baik, kemauan masyarakat dalam menerapkan program masih rendah, dan kurangnya partisipasi masyarakat, sarana dan prasarana yang masih kurang. Namun terdapat upaya untuk mengatasi masalah ini, yakni pengoptimalan kinerja pokja , melakukan sosialisasi makin gencar, melakukan perencanaan yang lebih matang, melakukan pemanfaatan sarana dan prasarana yang lebih optimal. Kata Kunci: Efektivitas, Kampung KB, Keluarga Berkualitas.
