Abstract
Problem Statement/Background (GAP): The author focuses on the problem of a lack of oversight of the risk-based eThe author focuses onvironmental licensing system that has resulted in environmental degradation in South Kalimantan Province. Purpose: The purpose of this study is to determine the effectiveness of the risk-based environmental licensing system at the Investment and One-Stop Integrated Service Office of South Kalimantan Province. Method: This research uses a qualitative descriptive method using the theory of effectiveness by Gibson, Ivanevich and Dannely. Data collection techniques were conducted by in-depth interviews (7 informants), and documentation. Result: The findings obtained by the author in this study are that four of the five indicators based on the effectiveness theory by Gibson, Ivanevich and Dannely are effective. it's just that the production indicator is still experiencing obstacles. Conclusion: The risk-based environmental licensing system is effective, but there is still a need for improvement in the production dimension. This is because there are inhibiting factors, namely the environmental licensing system that often experiences interference, lack of public understanding of environmental permits and lack of coordination between agencies. This shortcoming is due to inhibiting factors such as the environmental licensing system which is frequently disrupted, a lack of public knowledge of environmental permits, and a lack of coordination across the authorities. Efforts to overcome these inhibiting factors include manual management, community outreach, and collaboration with environmental government offices. In addition, it is advised that the central government enhance the OSS system, conduct community outreach, and strengthen coordination with environmental offices.
