Abstract
ABSTRACT Problem (GAP): The researcher took this title because of the low birth certificate ownership of 42% in Samarinda City, which has not reached the predetermined target. Purpose: The purpose of the study was to determine and analyse the implementation of the Wadai Balapis Manis innovation, and the obstacles in the implementation and efforts in the issuance of birth certificates. Method: The method used in this research is a qualitative approach method with data collection techniques in the form of interviews, observation and documentation. Data analysis uses data triangulation. The informants in this study were the Head of the Office, the Head of the Population and Civil Registration Office and the community. Results/findings: Based on the results of the study, the innovation of Wadai Balapis Manis can improve birth certificate services in Samarinda City measured from the dimensions of relative advantage, suitability, likelihood of being tried, ease of being observed has been achieved. However, there is one dimension of complexity that is not yet appropriate. Conclusion: Wadai Balapis Manis innovation has a positive impact on improving birth certificate services in Samarinda City. This is in accordance with the theory put forward by Rogers in 2022. However, in its implementation there is still one dimension that is not yet appropriate, namely the complexity dimension. The inhibiting factors include a lack of public understanding and awareness, limited network servers and computer specifications, and a lack of competent human resources in online services. Efforts made by Disdukcapil include collaborating with providers and procuring computers and conducting training for operators related to the Wadai Balapis Manis innovation. To increase target achievement, it is necessary to collaborate with the village government, coordinate with agencies related to data utilisation (Diskominfo) and increase socialisation to the community. Keywords: Innovation, Wadai Balapis Manis, Birth Certificate ABSTRAK Permasalahan (GAP): Latar belakang peneliti mengambil judul ini karna rendahnya kepemilikan akta kelahiran sebesar 42% di Kota Samarinda yang belum mencapai target yang telah ditetapkan. Tujuan: Tujuan penelitian untuk mengetahui dan menganalisis pelaksanaan inovasi Wadai Balapis Manis, dan hambatan dalam pelaksanaan serta upaya dalam penerbitan akta kelahiran. Metode: Metode yang digunakan dalam penelitian ini yaitu metode pendekatan kualitatif dengan teknik pengumpulan data berupa wawancara, observasi dan dokumentasi. Analisis data menggunakan trianggulasi data. Informan dalam penelitian ini Kepala Dinas, Kepala Bidang Dinas Kependudukan dan Pencatatan Sipil serta masyarakat. Hasil/temuan: Berdasarkan hasil penelitian, inovasi Wadai Balapis Manis dapat meningkatkan layanan akta kelahiran di Kota Samarinda diukur dari dimensi keuntungan relatif, kesesuaian, kemungkinan dicoba, kemudahan diamati telah tercapai. Namun ada satu dimensi kerumitan yang belum sesuai. Kesimpulan : Inovasi Wadai Balapis Manis memberikan dampak positif dalam meningkatkan layanan akta kelahiran di Kota Samarinda. Hal tersebut sesuai dengan teori yang dikemukakan oleh Rogers tahun 2022. Namun dalam pelaksanaannya masih terdapat satu dimensi yang belum sesuai yaitu dimensi kerumitan. Faktor penghambat meliputi kurangnya pemahaman dan kesadaran masyarakat, terbatasnya server jaringan dan spesifikasi komputer, serta kurangnya sumber daya manusia yang kompeten dalam layanan online. Upaya yang dilakukan Disdukcapil meliputi melakukan kerjasama dengan provider dan melaksanakan pengadaan komputer serta melakukan pelatihan kepada operator terkait inovasi Wadai Balapis Manis. Untuk peningkatan pencapaian target perlu dilakukan kerja sama dengan pemerintah kelurahan, melakukan koordinasi dengan instansi terkait pemanfaatan data (Diskominfo) dan meningkatkan sosialisasi kepada masyarakat.
