Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the phenomenon that shows that first-time voters do not understand politics well, resulting in lower political participation and less intelligent decision-making. In the context of Keerom Regency, the Smart Voting Movement program has been implemented, so it is important to examine the effectiveness of the Smart Voting Movement program for first-time voters in Keerom Regency. The purpose of this study is to determine the effectiveness of the Smart Choosing Movement program, the factors that influence the effectiveness of the Smart Choosing Movement program and provide policy or program recommendations for novice voters in Keerom Regency in the next election so that it becomes more effective. This research uses a descriptive qualitative method with an inductive approach and analysis of the effectiveness of the Smart Choosing Movement program using Sutrisno's theory. Data collection techniques were carried out by observation, interviews (10 informants) and documentation. The results that the author obtained in this study are that the Smart Choosing Movement activities are quite effective but there are several factors that affect the effectiveness of the Smart Choosing Movement and policy or program recommendations can be given to novice voters ahead of the next general election. The Smart Choosing Movement is proven to be effective with an increase in the political participation of novice voters in the general election in Keerom Regency in 2024 by 7% when compared to the general election in Keerom Regency in 2019, the factors that affect the effectiveness of the Smart Choosing Movement are budget limitations, wider cooperation of related stakeholders and sources. Policy recommendations that the author can provide are involving young influencers and utilizing social media to reach a wider range of novice voters. Keywords: Effectiveness; Smart Voting Movement; Political Participation; Novice Voters.   ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada fenomena yang menunjukkan bahwa pemilih pemula tidak memahami politik dengan baik, yang mengakibatkan partisipasi politik yang lebih rendah dan pengambilan keputusan yang kurang cerdas. Dalam konteks Kabupaten Keerom telah diselenggarakan program Gerakan Cerdas Memilih sehingga penting untuk meneliti tentang efektivitas dari program Gerakan Cerdas Memilih bagi pemilih pemula di Kabupaten Keerom. Tujuan dari penelitian ini adalah untuk mengetahui efektivitas dari program Gerakan Cerdas Memilih, faktor-faktor yang mempengaruhi efektivitas dari program Gerakan Cerdas Memilih dan memberikan rekomendasi kebijakan atau program bagi pemilih pemula di Kabupaten Keerom pada pemilu selanjutnya sehingga menjadi lebih efektif. Penelitian ini menggunakan metode kualitatif yang bersifat deskriptif dengan pendekatan induktif dan analisis terhadap efektivitas program Gerakan Cerdas Memilih menggunakan teori Sutrisno. Teknik pengumpulan data dilakukan dengan observasi, wawancara (10 informan) dan dokumentasi. Hasil yang penulis peroleh dalam penelitian ini yaitu kegiatan Gerakan Cerdas Memilih cukup efektif namun ada beberapa faktor yang mempengaruhi efektivitas Gerakan Cerdas Memilih dan dapat diberikan rekomendasi kebijakan atau program untuk pemilih pemula menjelang pemilihan umum selanjutnya. Gerakan Cerdas Memilih terbukti efektif dengan adanya kenaikan partisipasi politik pemilih pemula dalam pemilihan umum di Kabupaten Keerom tahun 2024 sebesar 11% apabila dibandingkan dengan pemilihan umum di Kabupaten Keerom tahun 2019, faktor-faktor yang mempengaruhi efektivitas Gerakan Cerdas Memilih yaitu keterbatasan anggaran, kerjaama stakeholder terkait lebih luas dan narasumber. Rekomendasi kebijakan yang dapat penulis berikan yaitu melibatkan influencer muda dan memanfaatkan media social untuk menjangkau pemilih pemula lebih luas.
