Abstract

Problem statement/background (GAP): The research focuses on the implementation of the merit system in the Personnel and Human Resources Development Agency of Karangasem Regency. Purpose: This study aims to know and describe the effectiveness of the implementation of the merit system, know the obstacles in the implementation of the merit system, and find out the efforts made by the BKPSDM of Karangasem Regency in overcoming the obstacles that occur. Method: The research method used is a descriptive qualitative research method with an inductive approach. The data collection techniques used are observation, interviews and documentation. The data analysis techniques used are data reduction, data presentation, and conclusions. To determine the effectiveness of the implementation of the merit system in the Karangasem Regency Human Resources Development and Personnel Agency, it uses Duncan's (1973) effectiveness measurement theory which includes goal achievement, integration and adaptation. Result: The results showed that the effectiveness of the implementation of the merit system in the Human Resources Development and Personnel Agency (Karangasem Regency has not been implemented well. However, there are still several obstacles found in the form of budget constraints, employee interest to take competency tests, the unavailability of the Assessment Center and the absence of assessor functional personnel. Conclusion: efforts to overcome these obstacles are by providing facilities for the Assessment Center, allocating budget for the implementation of the merit system, and providing motivation and encouragement to employees.
