Abstract

ABSTRACT Problem Statement/Background (GAP): The development of the times and science and technology can cause disruption to public protection. For this reason, village and sub-district governments are obliged to provide community protection by establishing Community Protection Units. The existence of this organization is very important as an assistant in community protection duties closest to the community. However, the implementation of their duties is still hampered as seen by the members' lack of ability, expertise and knowledge and the limited facilities that support optimal work. Purpose: The aim of this research is to determine the empowerment of Community Protection Unit members carried out by the Community Protection Task Force of Tanah Bumbu Regency, South Kalimantan Province, obstacles, and efforts to overcome and optimize them. Method: This research uses qualitative descriptive research with a deductive approach to empowerment according to Sumadyo's theory in Mardikanto (2013). The data collection technique in this research is through interviews, observation, and documentation. Result: The findings obtained by researchers in this research are the empowerment that has been implemented still experiences several obstacles, namely the limited budget of the Regency government and the lack of synergy of the village government to budget into the APB-Des. Community participation is still low, and inadequate facilities and infrastructure. Conclusion: Empowerment of Community Protection Unit members in Tanah Bumbu Regency, South Kalimantan Province has not run optimally, this is because the empowerment process is still hampered by several obstacles. In order to improve empowerment results, it is recommended to embrace village and sub-district governments more to use PPE-Des and village funds, increase the intensity of outreach related to community protection, strengthen synergy between the Community Protection Task Force and the Community Protection Unit, and provide allowances and insurance for members Community Protection Unit. Keywords: Empowerment, Community Protection Unit Members, Tanah Bumbu Regency Community Protection Task Force ABSTRAK Permasalahan (GAP): Perkembangan zaman dan IPTEK dapat menimbulkan gangguan terhadap perlindungan masyarakat. Untuk itu, pemerintah desa dan kelurahan wajib menyelenggarakankan perlindungan masyarakat dengan membentuk Satuan Perlindungan Masyarakat. Keberadaan organisasi ini sangat penting sebagai pembantu tugas perlindungan masyarakat yang paling dekat dengan masyarakat. Namun, dalam pelaksanaan tugasnya masih tehambat yang terlihat dari kemampuan, keahlian, dan pengetahuan anggota yang masih kurang dan terbatasnya fasilitas yang mendukung kerja yang optimal. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui pemberdayaan anggota Satuan Perlindungan Masyarakat yang dilaksanakan oleh Satuan Tugas Perlindungan Masyarakat Kabupaten Tanah Bumbu Provinsi Kalimantan Selatan dan upaya untuk mengatasi hambatan. Metode: Penelitian ini menggunakan penelitian deskriptif kualitatif dengan pendekatan deduktif terhadap pemberdayaan menurut teori Sumadyo dalam Mardikanto (2013). Teknik pengambilan data dalam penelitian ini melalui wawancara, observasi, dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh Peneliti dalam penelitian ini yaitu pemberdayaan yang telah dilaksanakan masih mengalami beberapa hambatan yaitu terbatasnya anggaran pemerintah kabupaten dan kurangnya sinergitas pemerintah desa untuk menganggarkan kedalam APB-Des, peran serta masyarakat masih rendah, dan sarana dan prasara yang belum memadai. Kesimpulan: Pemberdayan anggota Satuan Perlindungan Masyarakat di Kabupaten Tanah Bumbu Provinsi Kalimantan Selatan belum berjalan dengan optimal, hal ini dikarenakan proses pemberdayaan masih terkendala oleh beberapa hambatan. Guna meningkatkan hasil pemberdayaan, disarankan untuk lebih merangkul pemerintah desa dan kelurahan untuk menggunakan APD-Des dan dana desa, meningkatkan intensitas sosialisasi terkait perlindungan Masyarakat, memperkuat sinergitas antara Satuan Tugas Perlindungan Masyarakat dengan Satuan Perlindungan Masyarakat, dan memberikan tunjangan dan asuransi bagi anggota Satuan Perlindungan Masyarakat.
