Abstract
ABSTRACT Problem Statement/Background (GAP): This research was created because of the inadequate performance of ASN in developing mangrove forest tourist attractions in Tarakan City. In the era of industrial revolution 4.0, government bureaucracy should have good performance so that it can maximize the development of tourist attractions. Purpose: To see how the Tourism Service Apparatus Performance is in the Development of Mangrove Forest Tourist Attractions in Tarakan City, North Kalimantan Province Method: The method used is a qualitative research method with a descriptive approach. The performance theory used according to Dwiyanto (2012:98) uses 5 (five) factors, namely, productivity, service quality, responsiveness, responsibility and accountability. The method used is a qualitative method. Meanwhile, data collection techniques are observation, interviews and documentation. Result: The results of the research show that the performance of the Tarakan City Tourism Office apparatus is still not good. This is indicated by several performance dimensions that have not been implemented well. Conclusion: Based on the results of this research, the performance of the apparatus is still not good. This results in inhibiting factors, namely, the lack of human resources and the ability of officials who are experts in their fields, the absence of cooperation between the tourism service and the community. Keywords: Performance, Apparatus, Development ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini dibuat karena ketidakmaksimalan kinerja ASN dalam melakukan pengembangan objek wisata hutan mangrove di Kota Tarakan. Pada perkembangan zaman di era revolusi industri 4.0 birokrasi pemerintahan sudah seharusnya kinerja dari para aparatur baik sehingga dapat memaksimalkan pengembangan objek wisata. Tujuan: untuk melihat bagaimana Kinerja Aparatur Dinas Pariwisata Dalam Pengembangan Objek Wisata Hutan Mangrove di Kota Tarakan Provinsi Kalimantan Utara. Metode : Metode yang digunakan yaitu metode penelitian kualitatif dengan pendekatan deskriptif. Teori kinerja yang digunakan menurut Dwiyanto (2012:98) dengan menggunakan 5 (lima) factor yaitu, produktivitas, kualitas layanan, responsivitas, responsibilitas dan akuntabilitas. Metode yang digunakan yaitu metode kualitatif. Sedangkan teknik pengumpulan data yaitu dengan observasi, wawancara dan dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa kinerja Aparatur Dinas Pariwisata Kota Tarakan masih belum baik. Hal ini ditunjukkan oleh beberapa dimensi kinerja yang belum terlaksana dengan baik. Kesimpulan: Berdasarkan hasil penelitian ini, kinerja Aparatur yang masih belum baik. Dakibatkan faktor penghambat yaitu, kurangnya suber daya manusia dan kemampuan aparatur yang ahli di bidangnya, belum adanya kerjasama dinas pariwisata dengan masyarakat.
