Abstract
ABSTRACT Background: So the Regional Disaster Management Agency needs to immediately improve flood management based on the mitigation aspect by evaluating and analyzing appropriate and fast strategies according to the existing conditions in the City of Bontang so that they can find out the right efforts and the constraints that affect them so that they can maximally reduce the risk of flood disasters efficiently and effective.Purpose: This study aims to determine the strategies, constraints, and efforts of the Regional Disaster Management Agency in tackling floods in the city of Bontang through mitigation activities Methods: This research uses Kooten's theory, which examines strategy into four indicators, namely Organizational Strategy, Program Strategy, Resource Strategy, and Institutional Strategy using descriptive qualitative methods. Result : The Regional Disaster Management Agency has carried out flood disaster mitigation strategies effectively enough to reduce the potential for flood disasters in Bontang City. Conclusion: Based on the results of the analysis it was concluded that the mitigation strategy of the Regional Disaster Management Agency in the city of Bontang has carried out a good strategy in several indicators, but there are obstacles that have caused the mitigation strategy to not be optimally implemented. So the authors suggest that the Regional Disaster Management Agency in the city of Bontang can continue to improve institutional quality in evaluating appropriate mitigation strategies according to existing conditions in various aspects. Keywords: Flood, Mitigation, Stategy ABSTRAK Latar Belakang: Badan Penanggulangan Bencana Daerah perlu segera meningkatkan penanggulangan banjir berdasarkan aspek mitigasi dengan mengevaluasi dan menganalisa strategi yang tepat dan cepat sesuai kondisi yang ada di Kota Bontang sehingga dapat mengetahui upaya yang tepat dan kendala yang mempengaruhi agar dapat dengan maksimal mengurangi risiko bencana banjir dengan efisien dan efektif. Tujuan: Tujuan dari penelitian ini ialah untuk mengetahui strategi Badan Penanggulangan Bencana Daerah Dalam Mitigasi Bencana Banjir Di Kota Bontang Metode: Penelitian ini menggunakan teori Kooten, yang mengkaji strategi menjadi empat indikator, yaitu Strategi Organisasi, Strategi Program, Strategi Sumber Daya, dan Strategi Kelembagaan dengan menggunakan metode kualitatif deskriptif. Hasil : Badan Penanggulangan Bencana Daerah telah melakukan strategi mitigasi bencana banjir dengan cukup efektif yang dapa mengurangi potensi bencana banjir yang ada di Kota Bontang. Kesimpulan: Berdasarkan hasil analisis disimpulkan bahwa strategi mitigasi Badan Penanggulangan Bencana Daerah di kota Bontang telah melalukan strategi yang baik dalam beberapa indikator, namun terdapat kendala yang menyebabkan strategi mitigasi belum maksimal terlaksana. Sehingga penulis menyampaikan saran agar Badan Penanggulangan Bencana Daerah di kota Bontang agar dapat terus meningkatkan kualitas kelembagaan dalam mengevaluasi strategi mitigasi yang tepat sesuai kondisi yang ada dalam berbagai aspek.
