Abstract
ABSTRACT Problem Statment/Background (GAP): Regional Government is still not optimal in conveying information. This is caused by a lack of integration between Prokopim and each OPD regarding information submitted via the website @kepyapen.go.id, which the Yapen Islands Regency Government has provided. Apart from that, the cooperation carried out is also not optimal in responding to any information provided to the public, and there are inadequate network access conditions.Purpose: This research aims to determine the role played by Prokopim Setda in optimizing the Dissemination of public information via the website @kepyapenkab.go.id Methods: This research uses a descriptive qualitative method with an inductive approach and data collection techniques through interviews and documentation. Results: The results of the processing of this research show that six indicators are used as measures of Operational Optimization of Research Concepts. The results show that two indicators are included in the "good" category, three indicators are included in the "sufficient" category, and one indicator is in the "poor" category. In the Yapen Islands district itself, the problem in the information service section is that the service is not yet optimal due to a lack of public understanding regarding internet use, network problems that are not evenly distributed, and human resources and experts in Prokopim are still not enough. Every other OPD is not responding enough. In collaborating with Prokopim to publish information. Conclusion: The author concludes that Prokopim's Dissemination of Public Information via the Website @kepyapenkab.go.id is quite good. Even though it is not yet perfect, Prokopim has tried upgrading the website, conducting outreach to the public, and communicating with the Government regarding collaboration between OPDs and network infrastructure development. It is hoped that the Government can expand the internet network and that Prokopim will get additional employees and OPDs in the Yapen Islands district. They can work together to disseminate information on the website @kepyapenkab.go.id. Keywords: Optimization, Dissemination, Information, Website ABSTRAK Permasalahan/Latar Belakang (GAP): Pemerintah Daerah masih belum optimal dalam menyampaikan informasi. Ini disebabkan oleh kurangnya integrasi Prokopim dan tiap OPD mengenai informasi yang disampaikan melalui web @kepyapen.go.id, yang telah disediakan oleh Pemerintah Kabupaten Kepulauan Yapen. Selain itu, kerjasama yang dilakukan juga belum optimal dalam merespons setiap informasi yang akan diberikan kepada masyarakat,juga Kondisi akses jaringan yang kurang memadai. Tujuan: Tujuan penelitian ini untuk mengetahui peran yang dilakukan oleh Prokopim Setda dalam mengoptimalkan Diseminasi Informasi publik melalui website @kepyapenkab.go.id Metode: penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif dengan teknik pengumpulan data berupa wawancara dan dokumentasi. Hasil/Temuan: Berdasarkan hasil pengolaan penelitian ini menunjukkan ada 6 indikator yang dijadikan ukuran Optimalisasi Operasional Konsep Penelitian,hasil menunjukan bahwa ada 2 indikator yang termasuk dalam kategori “baik”, ada 3 indikator yang termasuk dalam kategori “cukup” dan ada 1 indikator dalam kategori “kurang”. Yang mana di kabupaten kepulauan yapen sendiri pemasalahan yang ada di bagian pelayanan informasi adalah belum optimalnya layanan tersebut dikarenakan kurangnya pemahaman masyarakat terkait penggunaan internet, permasalahan jaringan yang belum merata, SDM dan tenaga ahli di prokopim masih belum cukup, serta tiap OPD lain yang kurang merespon dalam melakukan kolaborasi dengan Prokopim untuk memuat informasi. Kesimpulan: peneliti menyimpulkan bahwa prokopim dalam Diseminasi Informasi Publik Melalui Website @kepyapenkab.go.id tergolong sudah cukup baik, meskipun belum cukup sempurna namun disini prokopim telah berusaha dengan cara mengupgrade website, melakukan sosialisasi kepada masyarakat, dan juga berkomunikasi dengan pemerintah terkait kolaborasi antar OPD serta pembangunan infrastruktur jaringan diharapkan pemerintah dapat memperluas jaringan internet serta prokopim mendapat tambahan pegawai dan OPD di kabupaten kepulauan yapen dapat bekerja sama dalam penyebaran informasi di website @kepyapenkab.go.id Kata Kunci : Optimalisasi, Diseminasi, Informasi, Website
