Abstract

ABSTRACT Problem Statement?Background (GAP): This research focuses on the analysis of optimizing capital expenditure allocation with the goal of improving road infrastructure development in Malaka Regency. Purpose: The purpose of this study is to analyze how the optimization of capital expenditure allocation in improving the construction of road infrastructure in Malaka district of East Nusa Tenggara Province. Method: This research uses descriptive qualitative method and analysis of optimization according to Siringoringo's theory. Data collection techniques are done with in-depth interviews (5 informants) and documentation. Result: The result obtained by the authors in this study are the optimization of capital exital allocation for the construction of road unfamiliar roads, this is due to the minimal financial capability that the construction of road infrastructure in Malacca district is not adequate. Conclusion: optimization of capital exit exitment in improving road infrastructure in Malacca district has not been optimally done in accordance with the provisions, this is due to limited amounts of budgets in financing infrastructure development. In order to improve the optimization of capital expenditure allocations, it is advisable to optimize regional revenues and conduct submission to the central and local governments and to cooperate with a third party. Keywords: Optimization, Capital Spending, Road Infrastructure ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini berfokus pada analisis optimalisasi alokasi belanja modal dengan tujuan untuk meningkatkan pembangunan infrastruktur jalan di Kabupaten Malaka. Tujuan: Tujuan dari penelitian ini adalah Untuk menganalisis bagaimana optimalisasi alokasi belanja modal dalam meningkatkan pembangunan infrastruktur jalan di Kabupaten Malaka provinsi Nusa Tenggara Timur. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dan analisis terhadap optimalisasi menurut Teori Siringoringo. Teknik Pengumpulan Data dilakukan dengan wawancara mendalam (5 informan) dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu optimalisasi alokasi belanja modal untuk pembangunan infrastruktur jalan belum optimal, hal ini dikarenakan kemampuan keuangan daerah yang masih minim sehingga pembangunan infrastruktur jalan di Kabupaten Malaka belum memadai. Kesimpulan: optimalisasi alokasi belanja modal dalam meningkatkan infrastruktur jalan di Kabupaten Malaka belum dilakukan secara optimal sesuai dengan ketentuan, hal ini disebabkan oleh jumlah anggaran yang terbatas dalam membiayai pembangunan infrastruktur. Guna meningkatkan optimalisasi alokasi belanja modal, disarankan untuk mengoptimalkan pendapatan daerah dan melakukan pengajuan kepada pemerintah pusat dan daerah serta melakuka kerjasama dengan pihak ketiga.
