Abstract

ABSTRACT Problem Background (GAP): (The background providing the context for the research.) The author focuses on the role of the gold portal application (Probolinggo Smart Digital Serving Society) in enhancing the efficiency and effectiveness of services to the people of Probolinggo City, as well as the low level of digital technology literacy among the community.Objective: To understand and analyze how the implementation of the Probolinggo smart digital service information system policy in the Probolinggo City government environment and to determine the inhibiting and supporting factors as well as the efforts made by the Probolinggo City government. Method: This research uses a descriptive qualitative method on the implementation of the gold portal application according to Meter and Horn theory. Data collection techniques were conducted through interviews (8 informants), observation, and documentation. Results/Findings: The findings obtained by the author in this study are that the implementation of the gold portal has provided convenience in the service process to the community in Probolinggo City, although there are still obstacles for the community with low digital literacy levels, making it difficult for them to understand and use the features available in the Gold Portal application. Conclusion: Policies related to the implementation of the Gold Portal policy carried out by the Probolinggo City government have been running well because it can be seen from the steps taken to provide insight and training to both the government and the community regarding the importance of smart digital-based services in public services. Keywords: implementation, smart digital, portal emas ABSTRAK Permasalahan/Latar belakang (GAP): (Berisi background yang melatarbelakangi penelitian). Penulis berfokus pada peran aplikasi portal emas (Probolinggo Smart Digital Melayani Masyarakat) dalam meningkatkan efisiensi dan efektivitas pelayanan kepada masyarakat Kota Probolinggo dan juga rendahnya keterampilan penggunaan teknolgi digital dalam masyarakat. Tujuan: Untuk mengetahui dan menganalisis bagaimana implementasi kebijakan sistem informasi probolinggo smart digital melayani masyarakat di lingkungan pemerintah Kota Probolinggo dan juga untuk mengetahui faktor penghambat dan pendukung serta upaya yang dilakukan pemerintah Kota probolinggo. Metode: Penelitian ini menggunakan metode kualitatif deskriptif terhadap implementasi aplikasi portal emas menurut teori Meter dan Horn. Teknk pengumpilan data dilakukan dengan wawancara (8 informan), obesevasi, dan dokumentasi. Hasil/temuan: Temuan yang diperoleh oleh penulis dalam penelitian ini yaitu implementasi portal emas sudah memberikan kemudahan terhadap proses pelayanan terhadap masyarakat di Kota Probolinggo, meskipun masih ada kendala terhadap Masyarakat dengan tingkat wawasan digital yang rendah sehingga mengalami kesulitan dalam memahami dan menggunakan fitur-fitur yang tersedia di dalam aplikasi Portal Emas. Kesimpulan: Kebijakan terkait implementasi kebijakan Portal Emas yang dilakukan oleh pemerintah Kota Probolinggo sudah berjalan dengan baik karena dilihat dari langkah-langkah dalam memberikan wawasan dan pelatihan terhadap pemerintah maupun masyarakat mengenai pentingnya pelayanan yang berbasis smart digital dalam pelayanan publik.
