Abstract
ABSTRACT Problem/Background (GAP): The quality of MSME licensing services using OSS is still not optimal because there are several problems such as the lack of information to the entire community, the licensing process is too complex, facilities and infrastructure need to be improved and updated, the quality and quantity of employees need to be increased, there is no facility for complaints, information, and consultation. Supporting facilities and infrastructure also need to be repaired and improved and the quality and quantity of employees are also still lacking Purppose: to analyze the quality of MSME licensing services using One Single Submissions (OSS), which in MSME licensing services using OSS is reviewed from six dimensions, namely transparency, accountability, conditionality, participation, equal rights, and balance of rights and obligations. Method: This research uses descriptive qualitative with an inductive approach which aims to obtain data in accordance with the real situation in the field. In collecting data, the research used several methods, namely observation, interviews, and documentation. Results: Based on the results of this study showed:1) a) Transparency has not been achieved, because there are still obstacles such as lack of public understanding; 2)Accountability has not been achieved, because it is influenced by several factors; 3) Conditional has not been achieved, because supporting facilities and infrastructure are available but still need improvement and renewal; 4)Participation has not been successfully achieved, due to the absence of complaint, information and consultation service facilities provided by DPMPTSP related to licensing service programs; 5) Equality of rights has been successfully achieved; 6) Balance of rights and obligations has not been successfully achieved.Researchers also obtained research results related to inhibiting factors and interviewed informants regarding efforts to overcome inhibiting factors.Conclusion:The quality of MSME licensing services using OSS has been running well, but there are still inhibiting factors related to services, especially people who still do not understand this program and also related to licensing services. Facilities and infrastructure as well as the quality and quantity of employees need to be improved and updated. Researchers also conducted observations and interviews to find out the efforts of DPMPTSP Padangsidimpuan City to overcome existing inhibiting factors. ABSTRAK Permasalahan/Latar Belakang (GAP): Kualitas pelayanan perizinan UMKM menggunakan OSS masih belum optimal karena ada beberapa permasalahan seperti belum tersentuhnya informasi ke seluruh masyarakat, proses perizinan terlalu kompleks, sarana dan prasarana perlu diperbaiki dan diperbaharui, kualitas dan kuantitas pegawai perlu ditambah, belum adanya fasilitas pengaduan, informasi, dan konsultasi. Sarana dan prasarana penunjang juga perlu dilakukan perbaikam dan peningkatan serta kualitas dan kuantitas pegawai juga masih kurang Tujuan: menganalisis kualitas pelayanan perizinan UMKM menggunakan One Single Submissions (OSS) yang dimana dalam pelayanan perizinan UMKM menggunakan OSS ini ditinjau dari enam dimensi yaitu transparansi, akuntabilitas, kondisional, partisipatif, kesamaan hak, dan keseimbangan hak dan kewajiban. Metode: Penelitian ini menggunakan kualitatif deskriptif dengan pendekatan induktif yang bertujuan untuk memperoleh data sesuai dengan keadaan nyata di lapangan. Dalam mengumpulkan data penelitian menggunakan beberapa cara yaitu observasi, wawancara, dan dokumentasi. Hasil: Berdasarkan hasil penelitian ini menunjukkan: 1) a)Transparansi belum tercapai, karena masih ada kendala seperti kurangnya pemahaman masyarakat; 2) Akuntabilitas belum berhasil tercapai, karena dipengaruhi oleh beberapa faktor; 3) Kondisional belum berhasil dicapai, karena sarana dan prasarana penunjang sudah tersedia tetapi masih perlu adanya perbaikan dan pembaharuan; 4) Partisipatif belum berhasil tercapai, karena sebab belum adanya fasilitas layanan pengaduan, informasi, dan konsultasi yang diberikan DPMPTSP terkait program pelayanan perizinan; 5) Kesamaan hak sudah berhasil tercapai; 6) Keseimbangan hak dan kewajiban belum berhasil tercapai. Peneliti juga memperoleh hasil penelitian terkait faktor penghambat dan mewawancarai informan terkait upaya mengatasi faktor penghambat. Kesimpulan: Kualitas pelayanan perizinan UMKM menggunakan OSS sudah berjalan dengan baik hanya saja masih terdapat faktor penghambat terkait pelayanan khususnya masyarakat yang masih kurang paham akan program ini dan juga terkait pelayanan perizinan itu juga. Sarana dan prasarana serta kualitas dan kuantitas pegawai perlu ditingkatkan dan diperbaharui lagi. Peneliti juga melakukan observasi dan wawancara untuk mengetahui upaya DPMPTSP Kota Padangsidimpuan mengatasi faktor penghambat yang ada. Kata Kunci: Kualitas Pelayanan, Perizinan UMKM, Program OSS
