Abstract
ABSTRACT Problem Statment/Background (GAP): Despite the continuous increase in village fund allocations in Sanggau Regency over the past three years, the reality is that development in the villages remains stagnant and has not progressed as expected. This indicates a gap between the increased funds received and the competence of village officials in managing these funds, which is influenced by the still low levels of education and training. Purpose: To analyze and describe the Competence of Village Government Apparatus in Managing Village Funds in Sanggau Regency, the inhibiting factors of village apparatus in managing village funds in Sanggau Regency, and the government's efforts to overcome these obstacles. Methods: This research uses a descriptive qualitative research method, with data collection techniques including interviews, observation, and document study. Results: The implementation of village fund management in Sanggau Regency is quite good, although there are still obstacles such as low human resources, lack of understanding of village officials regarding their main duties and functions, and insufficient training for village fund management officials. The research concludes that the competence of village officials in managing village funds is quite good in terms of attitude, but there needs to be an improvement in skills and knowledge. The main inhibiting factors are low human resources, lack of understanding of village officials' duties and functions, and minimal training. Efforts to overcome these obstacles include appropriate recruitment and selection, socialization about main duties and functions, and training for village fund management officials. The suggestions proposed include routine training and education, clear task distribution, and continuous evaluation and improvement. Conclusion: The researcher concludes that the competence of village officials in managing village funds is quite good in terms of attitude, but skills and knowledge still need to be improved. The inhibiting factors found include low human resources, lack of understanding of village officials regarding their main duties and functions, and insufficient training for village fund management officials. Keywords: Employees, Village Fund, Competence ABSTRAK Permasalahan/Latar Belakang (GAP): Meskipun alokasi dana desa di Kabupaten Sanggau terus meningkat dalam tiga tahun terakhir, kenyataannya pembangunan di desa-desa masih stagnan dan tidak berkembang sesuai harapan. Hal ini menunjukkan adanya kesenjangan antara peningkatan dana yang diterima dengan kompetensi aparatur desa dalam mengelola dana tersebut, yang dipengaruhi oleh tingkat pendidikan dan pelatihan yang masih rendah.Tujuan: untuk menganalisis dan mendeskripsikan Kompetensi Aparatur Pemerintahan Desa Dalam Pengelolaan Dana Desa di Kabupaten Sanggau, faktor penghambat aparatur desa dalam pengelolaan dana desa di Kabupaten Sanggau serta upaya pemerintah dalam mengatasi hambatan tersebut. Metode: Penelitian ini menggunakan metode penelitian deskriptif kualitatif, teknik pengumpulan data dengan wawancara, observasi dan studi dokumentasi. Hasil/Temuan: Pelaksanaan pengelolaan dana desa di Kabupaten Sanggau sudah cukup baik meskipun masih terdapat hambatan, seperti rendahnya sumber daya manusia, kurangnya pemahaman aparatur desa mengenai tugas pokok dan fungsi, serta kurangnya pelatihan bagi aparatur pengelola dana desa. Kesimpulan penelitian menunjukkan bahwa kompetensi aparatur desa dalam pengelolaan dana desa cukup baik dalam hal sikap, tetapi perlu peningkatan dalam keterampilan dan pengetahuan. Faktor penghambat utama adalah rendahnya sumber daya manusia, kurangnya pemahaman tugas dan fungsi aparatur desa, serta minimnya pelatihan. Upaya yang dilakukan untuk mengatasi hambatan ini meliputi rekrutmen dan seleksi yang tepat, sosialisasi mengenai tugas pokok dan fungsi, serta pelatihan bagi aparatur desa. Saran yang diusulkan mencakup pelatihan dan pendidikan rutin, pembagian tugas yang jelas, serta evaluasi dan perbaikan berkelanjutan. Kesimpulan: Peneliti menyimpulkan bahwa kompetensi aparatur desa dalam pengelolaan dana desa sudah cukup baik dalam dimensi sikap, namun keterampilan dan pengetahuan masih perlu ditingkatkan. Faktor penghambat yang ditemukan meliputi rendahnya sumber daya manusia, kurangnya pemahaman aparatur desa mengenai tugas pokok dan fungsinya, serta kurangnya pelatihan bagi aparatur pengelola dana desa. Upaya untuk mengatasi hambatan ini mencakup rekrutmen dan seleksi yang tepat bagi aparatur desa, memberikan pengarahan atau sosialisasi mengenai tugas pokok dan fungsi, serta memberikan pelatihan bagi aparatur desa pengelola dana desa.
