Abstract

The Problem (GAP): Employee competency development has not been implemented optimally by the Belu Regency Trade and Industry Service, this is indicated by the fact that only a small number of employees have participated in functional training. This has an impact on the competency that employees have in carrying out the work they are given, which is still lacking. Purpose: This research aims to describe and analyze and determine the competency development of Civil Servants through functional training at the Belu Regency Trade and Industry Service, the factors that hinder the implementation of these activities and the efforts taken by the Belu Regency Trade and Industry Service. Method: This research uses descriptive qualitative methods. The data collection method is carried out through observation, interviews and documentation. The data that has been collected is processed in three stages, namely data reduction, data presentation, and drawing conclusions. As a grand theory in this research, the competency development theory according to Sedarmayanti (2017) is used which identifies three dimensions of competency development, namely: Knowledge, Skills and behavior. Result: It is important to implement competency development for Civil Servants through functional training at the Belu Regency Trade and Industry Service. Conclusion: The results of the research show that developing the competency of Civil Servants through functional training at the Belu Regency Trade and Industry Service is very important to implement. The functional training implemented is quite good but not optimal and must be improved, considering that currently there are only a few employees who carry out training functional. Inhibiting factors are budget limitations and lack of employee motivation. Efforts made to overcome obstacles include efforts to allocate and increase the budget for training and continuing to motivate employees to develop competence through the implementation of training. Keywords: Competency, Development, Functional Training Permasalahan (GAP): Pengembangan kompetensi pegawai belum diterapkan secara optimal oleh Dinas Perdagangan dan Perindustrian Kabupaten Belu hal ini ditandai dengan masih sedikit pegawai yang mengikuti diklat fungsional. Hal ini berdampak pada kompetensi yang dimiliki pegawai dalam melaksanakan pekerjaan yang diberikan masih kurang. Tujuan: Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis serta mengetahui Pengembangan kompetensi Pegawai Negeri Sipil melalui diklat fungsional pada Dinas Perdagangan dan Perindustrian Kabupaten Belu, faktor yang menghambat pelaksanaan kegiatan tersebut dan upaya yang diambil oleh Dinas Perdagangan dan Perindustrian Kabupaten Belu. Metode: Penelitian ini menggunakan metode kualitatif deskriptif. Adapun metode pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Data yang telah terkumpul diolah dalam tiga tahap yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Sebagai grand theory dalam penelitian ini, digunakan teori pengembangan kompetensi menurut Sedarmayanti (2017) yang mengidentifikasi tiga dimensi pengembangan kompetensi yaitu: Pengetahuan, Keterampilan dan Perilaku. Hasil/Temuan: Pelaksanaan pengembangan kompetensi Pegawai Negeri Sipil melalui diklat fungsional pada Dinas Perdagangan dan Perindustrian Kabupaten Belu penting untuk dilaksanakan. Kesimpulan: Hasil penelitian menunjukan bahwa pengembangan kompetensi Pegawai Negeri Sipil melalui diklat fungsional pada Dinas Perdagangan dan Perindustrian Kabupaten Belu sangat penting untuk dilaksanakan, Diklat fungsional yang dilaksanakan sudah cukup baik namun belum optimal serta harus ditingkatkan, mengingat pada saat ini masih sedikit pegawai yang melaksanakan diklat fungsional. Faktor penghambat yakni keterbatasan anggaran serta kurangnya motivasi pegawai. Upaya yang dilakukan untuk mengatasi hambatan yakni dengan berupaya mengalokasikan dan menambah anggaran untuk diadakan diklat dan terus memberikan motivasi kepada pegawai agar mau mengembangkan kompetensi melalui pelaksanaan diklat.
